[Ap address has been ismed by the London Peace Society to the friends of peace tn the United States, it states that the members of the society have ob- served with some anxiety the difference which has arisen between the United States and Great Britain on the question of the Canadian fisheries, suggests a danger that by the use of inconsiderate and irritating language on either side the spirit of the two nations may become unduly agitated, but disclaims any apprehension that the inatter will lead to any serious breach of the cordial friend- ship between the two nations. If ordinary diplo- matic negotiations fail the reference of the potnts in dispute to some form of peaceful arbitration 1s Urged. The emphatic declarations of Presidents Grant, Hayes and Garfield in favor of submitung all disputes, especially between Great Britain and the United States, to peaceful methods of settle- ment are recalled, and it is suggested that ques- tons of far greater gravity than that which now troubles for a moment the relations of the two countries have been happily disposed of by this method of adjustment. ‘The highest civilization and enlightenment will bring international arbitration as a substigute for War, and peace socteties have a good effect n as- sisting the world’s development in this direction. But the world moves very slowly away from war. The American Peace Society shortly before the Crimean war formed and announced the conelu- sion that men had reached that condition of en- Nghtenment in which war was an impossibility. But the tmpossthle happened both in Europe and here, and no previous struggies surpassed In hor- rors the Wars which followed. The difficulty will de settled only when the ruling element in every powerful nation appreciates the evils of war and inclines to arbitration. A single war-discarding nation would be at the same disadvantage among ‘the barbarous great powers of to-day as the small boy whose mother will not let him fight among the pinching, kicking, bullyigg roughs who tor- ment him at school.
