—_ THE EVENING STAR: WASHINGTON, D.C., WAS = @TON SATURDAY Aprit 23, 1987, ‘The Evening Star has a regular. permanent bena Gide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that ef all the other daily papers here added THE STAR cannot undertake to preserve or return reected communications. Contributors whowish to possess their ‘manuscripts, f un- used, should keep a copy. © Matter of whatever character tntended for publication must, tf ts appearance the same day ts desired, reach the ofice not later than 12 o'clock noon. "8 No attention paid to Anonymous Letters or Communications on any subject. ‘The occasion of war between Mexico and the United States, arising from the adventures of the schooner Nellie Blanche, 1s not perhaps so well defined a3 that threatened tn the relations of France and Germany by Schnaebeles’ arrest. In its present stage our Mexican muddle presents a comic aspect. The Nellie Wright 1s sent from Key West by underwriters of New York to assist the insured Norwegian bark Bragalina, wrecked off Cozumel, Mexico, and finds the bark stripped and its crew held as prisoners. Attempting to return to Key West, the captain of the Blanche is told by @ Mexican customs officer that he cannot clear from Cozumel, but must go for that purpose to Progreso, 240 miles further south, and an inspector 4s put on the schooner to take her to Progreso. The schooner and crew then proceed to run away with the astonished Inspector, and never stop until Key West 1s reached, and, as our Schnwbeles, we have Mexican inspector on our hands. Rather than have a war about {t the government will probably be willing to surrender him to Mexico, and dupli- cate Lord Sallsbury’s offer to return to the old con- dition of aifairs, without pecuntary indemnity. In another column is printed what purports to be a statement of President Cleveland’s views con- cerning his office and the question of his renomi- nation. It 1s probably true that the President appreciates so keenly the restraints and annoy- ‘ances of bis official life that he can resent without insincerity the imputation that all his thoughts are now directed toward schemes for securing 8 renomination. The President works faithfully and earnestly, but, it fs though, with unnecessary friction. He wastes his energy in drudgery over minor details, not content with the general man- agement of a great executive business. The result comes that he views the office as imprisonment, instead of as a fitting fleld for the enjoyabie exer- cise of the highest executive capacity which cap De developed. The season ts too earty for an acceptance of a presidential nomination for’. It is also tooearly todeciine one. Time works wonderful changea. It may remove the necessity of deciding between ac- ceptance and refusal Or it may render an accept- ance tmperatt ————————— ‘The President has given another evidence of his skill a8 a levter-writer in bis response to the invi- tation of the Calhoun monument committee. He has contrived to pay a very pleasant tribute to ‘the personal virtues of the great Carolinian, and to express admiration of his patriotic statesman- ship and of the courage with which he maintained unpopular opinions in the face of the bitterest op- position, without committing himself to any ap- proval of the nullification doctrines which con- stitute Calhoun’s chief claim to fame in the opinion of many of his enthusiastic fellow coun- ‘trymen. There 1s no doubt of the truth of Mr. Cleveland's intimation that, if Calhoun’s obnoxious ‘Views were better understood, they would be more ‘kindly tolerated. Their practical unwisdom would not be the less condemned, but the honest convic- tons and unselfish purposes of the man would be recognized, to the advantage of the esteem in ‘which bis memory ts held by Americans generally. Soma eepe> emer. If Canadian cruisers don’t stop firing shots at ‘Yankee skippers, Lord Salisbury may have to pro- pose an international commission to assess dam- ages, not against the United States for trespass oa British fishing grounds, but against Great Britain for asserting herself with unnecessary vigor. It might be prudent for our transatlantic cousins to reread the story of Geneva as well as of ‘Halifax, and to reflect that, when the balance of international awards gets around to our side, the Proportion stands as $15,000,000 to $5,500,000 in ‘our favor. —————- _ An amendment to the Mexican constitution per- mitting the president of the republic to be elected toa second term will be submitted by the legisla- ture, and will probably be approved by the people. ‘The purpose of the amendment ts to allow Gen. Diaz, Who has at present the favor of the people, to continue tn the presidential office without going through the form of yielding his position for aterm to some one of his supporters, a course which ‘would be necessary under the present constitution. —————— = ‘The inundation of Montreal would do some good 4f it served to drown out the human vermin as effectively as 1t does the other kind. Almost any- ‘thing would be welcome that would disturb the comfort of the colony of bank thieves and detault- ing trustees who have clustered at Montreal in order to snap their fingers safely in the face of American Justice. ———— ‘The cyclone has no sectional prejudices, It is ‘now making itself as much at home in Missouri, Kentucky and Ohio as in Minnesota, or as, of late, tn Virginia, Ir Ma Bz ‘That after reading the Star this afternoon you may determine to purchase your Spring Suit. That's HOW we feel on that Point. But the recent unfavorable weather has seriously affected our trade in Trimmed Hats and Bonnets. That's HOW we come to think of are- duction to sell what we have and make room for something new. The next question that presents itself is, HOW can we best do this? You may say it is easy enough to reduce goods. Did you know it took as much business sazacity to know HOW and when to make reductions in roods as it re- quires to originally mark them? So, after some deliberation, we concluded now was 2 good time tomake a reduction in our Trimmed Hats and Bonnets, HOW wise this action is remains to be proven by the sales we make in these goods next week.
