Rach repairer Is responsible for the condition of his district to the roadmaster of his section, and the roadmasters are directly re- sponsible to the Commissioners. The system can De operated at small expense, and ought to be ef- fective. The condition of the approaches to the city is a very important matter, both in respect to the city’s trade and growth and the convenience aud comfort of District ettizens outside of the city Imits, and of the farmers and gardeners, within and even beyond the boundartes of the District, who bring their products to Washington. The Commissioners are to be commended for the thoughtful attention which they have given in this matter to the needs of a large body of their coustituents, Who have hitherto been somewhat neglected, By close supervision and prompt repair of any ruts or breaks in theroads, such asare given ‘Yo roads in Europe, they can be kept in good con- dition with Little difficulty and at small cost. $< § The President has given the District an Ohio chief justice, after tendering the office to a resi- dent attorney, who refused the position because | he could not afford to abandon his practice for the | ‘salary of chief justice. The fact of this tender in- dicates that tt is not impossible (as insinuated by some) tO discover within the District lawyers ‘worthy to sit upon the District Dench, and capable of giving weight and dignity to the office. It isa pity that the President wasso discouraged by asin- gle rebuff, that he abandoned the search fora ft maa in the District, and gave up his idea ot mak- ing a local appointment. In some other cases he has shown greater pertinacity. For many reasons the best appointment would have been that of a resident lawyer.
