Twenty-eight members of the Young Men's Christian Asseciation of Baltimore made a visit last evening to the association in this city, return- ing a visit that was made by a delegation from tus efty to Baltimore a short time ago. TWICE EJECTED FROM A SALOON FOR DISORDERLY CONDUCT, HE AGAIN RETURNS AND GETS A BULLET THROUGH BIS CRIN. Last night about 9:30 ovclock John Thornton, a colored man, apparently under the influence of liquor, went into a saloon at the corner of 6th and K streets southwest, kept by Edward S. Hall, and while there became very uolsy. The proprietor ordered him out, but be refused to go, and put his hand in his hip pocket as though he was going to draw a revolver or razor, when the proprietor sjected him frpm the preusises." In a few minutes we returned and renewed his disarderly conduct, The proprietor again requested him to leave, and ne dared the latter to put him out, and It feclained sirew a razor. ‘The proprietor ejected him again, Thornton returned once more, and during the qearrel which followed Hall drew a revolver and red at ‘Thornton, the bullet striking him in the culp, shattering ‘the bone, and lodging in the throat. The injured man’s father, who was in the saloon at the Lime, look his son to the office of Dr. | Winters, where his wound was dressed. He was subsequently taken Im the police ambulance to Preedinan’s Hospital. On the way to the hospital ‘Thornton said be swallowed the bullet. As stated in Tue Star yesterday afternoon, the West Washington division of the Emancipation Procession and some other organizations paraded the streets of the city after the rain stopped. Later, as many of those who had prepared for the Parade were enxious to appear upon the streets, the chief marshal sent his aids out in all direc- tions and collected together such organizations a8 had not dispersed and gone home. The procession, Taade up of the fragments of what was expected to be the finest Emancipation-day proéession ever seen here, got underway about 4 o'clock, and went over the route announced. The line passed through the White House grounds about 5 o'clock, and was reviewed there by President Cleveland, who sa- luted the chief marshal and raised his hat to every stand of the colors. The ion Sa maa de ee ty THE MEETING AT NIGHT. ‘The celebration of the day was continued by & meeting at the Lincoln Memorial church, 11thand R streets, which was well attended. Those taking part in the exercises occupled seats on the plat- form, an Prof. J. M. Gregory, who presided, called upon Rev. John R. Riley to open the exercises, Af- ter the prayer Mr. A. st. A. Smith, the secretary of the committee on speakers, was called upon to read letters of regret. He read a brief letter from Judge Snell expressing lis regret that a previous eugagement prevented his being present. This was the only letter yead, and as Mr. Smith retired to his seat he was followed with the good-natured laughter of the audience. A NEW EMANCIPATION EDICT. Mr. W. Calvin Chase said he had been instructed by the committee on speakers to read what he styled an “Emancipation edict,” which was a pro- test against the political discrimination which it was claimed was exhibited towards the colored race, While the rights of American citizens in Mex- Je0, and of the Chinese on the Pacific coast, were pRlected. The remedy which has been susirested Toeliminate prejudice In politics is the division of the colored vote, and the paper Went on to say that if this was “a remedy {t was recommended. “We would further recommend,” continues the per, “that the m should not divide to their rithent, nor should they ailliate with auy party that refuses to confirm the nomination of one of our race who has been allied to that party for Fears, nor should they support a party that Tetuses to confirm one of the race on account of color, if it ts proven that color is the cause. It, however, tere is one in any paity that 18 known to be friendly disposed toward the race, and it 1s assured that that man will recognize merit, regardless of color or previous condition of servitude, such a man should receive the support ofthe Ainerican people. While we recognize in Mr. Cleveland certain republican principles and seemingly a just wan, | not gone far enough assure the negro that negro democrats, If there shall succeed negro republicans, nor bas ¥ which he represents assured us wants the vote.” A declaration is made In favor of the restoration of suffrage in the District, and the presiding officer, Prof. Gregory, 13 Te quested to communicate with the representative citizens of the States with the view of holding a convention in the fall of 1888 to consider the Tuture political action of the colored people. ‘THR NEGRO IN POLITICS. A set of resolutions, read by Prof. Geo. W. Cook, favored industrial education in the schools, op- posed the forced and unnatural emigration of the colored people from the United States, declared that the allegiance of the colored people to the Tepublican party cau be consistently maintained Guly bg its ‘continued Support or those principles which made it the friend of the negro, and when the negro has been abandoned by the repubilcan party his “independence and manhood can best be shown. by resenting such abandonment, and cast- ing his vote for whatever party will maintain principles of equal justice toward alll eltizens, of whatever creed, nationality or color.” A entitled “The Slave's Dream,” written by ‘hael Scanlon, of the State Department, for the occasion, was read by Mr. John H. Smyth! Prof. Gregory, in introducing the orator of thé evening. spoke "ofthe political outlook for the colored race, and doubted the expediency, at this time, of the colored voters leaving the republican for the democratic party. THE ADDRESSES. Col. Geo. W. Williams then delivered his oration, which was a very elaborate review of the histori- cal and political course wiifch lead to the emanct- pation proclamation, and a sketch of the present condition and prospects of the race. ‘The speaker id not indorse the poficy of President Cleveland toward the colored people, and criticised the nom- imations of Messrs. Matthews and Trotter as Ke- corder of Deeds in the Distriet. ‘The experiment of suffrage among the colored men of the District, he remarked, was said to have been a failure. THE MATTHEWS AND TROTTER APPOINTMENTS. ‘Mr. Williams, spehking of the removal of Doug- lass and the appointment of Matthews and after- werd of Trotter, arraigned the President for not protesting when outrages were committed in the South. “The northern negro,” he said, “who claims to be a friend of his race and aécepted ofilce from an adininistration that refuses to inter- pose its protest against outrage and murder for gets tat his commission is signed with the blood ot murdered men, and that every dollar he re. ceives in salary is'the price of blood, and he will see the time when, If he had courage enough, he Would, like Judas, go ont and hang iimselt.” Mr. William's criticized the Bee's advocacy of Matthews’ appointment, and sald the negroes’ newspaper should advocate the elevation of the Negro of the south, the abandonment of the con- tract labor system and a broad civilization. The house was crowded to the doors, the uncovered heads and Tich costumes of the ladies and the prevailing full dress of the gentlemen forming a briiliant and im- pee spectacié, All the boxes were full, the resident and his party, consisting of Colonel and Mrs, Wilson and Colonel Lamont, occupying the first lower right-hand box. Secretary and Mrs. Whitney, Secretary Endicott and family and gec- retary Fairchild and family also occupied boxes. Secretary Bayard had a front orchestra chair, while through the house were to be seen most of the best-known people in official society. The per- formance Was Wor.ny of the audience, and the manner in which the stage was set canhot be too highly praised. HIS VARIOUS OPERATIONS IN THIS CITY. Last night Oficer Mansfeld arrested a negro named William, allas Richard Johnson, who, it 1s stated, is wanted in Baltimore as weil as in this elty, on several charzes of swindling. The pris- oner Is about 35 years of aye, very black, and stands about six feet high. He 13 neatly dressed, and Wears a silk hat.
