ee LAWS FOR THE KNIGHTS. Revision of the Constitution by the Committee of Four. THE PORMATION-OF TRADES DISTRICTS PERMITTRD— ‘THE TEMPERANCE CLAUSE MADE STRONGER—OTHER IMPORTANT CHANGES MADE. Henry Abrahams, one of the committee of four appointed at the last national assembly Knights of Labor to revise the constitution of the order, said in Boston Wednesday that the work had been completed. The new constitution will permit the formation of national trades districts, but those local assemblies composed exclusively of one trade, Dut attached toa district assembly of mixed na- ture, must first obtain the permission of the dis- trlet assembly in order to go out and form a na- ‘onal trade district. After obtaining this consent they must forward their application to the gen- eral secretary, who will lay the matter before the general executive board, and the sectretary will CHAMBERLAIN’S RECKLESS TALK. Great Bitterness Aroused by His Ayo Speech—Alleged Threats Against Him, ‘Mr. Chamberlain's speech at Ayo, in Scotland, 12 Which he bitterly assafled the Gladstonians, ac- cusing them of allying themselves with red-handed murders, and charged the Irish with outrages on ‘women, has greatly inflamed feeling against that changeable statesman. It is $aid he has received numerous letters warning him that he will not leave Scotland live. In one of his speeches Mr. Cham- Derlain said: “The opponents of the crimes bill have made an outery against the repression of liberty. Liberty todo what? To commit theft, to Tuin industrious men, to outrage women? [Hisses mingled with cheers} What are you Bissing, the or the ent?” Here @ mal pg A cried: me is characteristic of the Irish "to outrage women.” An attempt was made toputthe manput, but Chamberlain cried out: “Leave him alone.” he continued: “Do you want instances of insults then submit the matter to all the local assemblies | being offered to women?” [Cries of “Outrage you of that craft in the country. ‘Then foliows another | said,” “You slander the Irish.”] “I did not mean law, Which will sei affect the Hatters’ Na-| the ’ grossest outi Of ‘all, but personal tonal Union, and also the Glass Workers’ Union, | violence and insults. Not only will rumsellers be pro- ‘inibited from membership, Dut no local assembly ‘will be allowed to have any social gathering or any ‘where liquor 18 sold, and ‘no member Wil ‘be, allowed wo, dispense liquor for and fn the name of the assembly. If such should occur the charter of the local assembly will be revoked and ‘the members expelled. The rule requiring that at least ten minutes at every meeting shall be devoted to the discussion ‘of the labor question has been abolished, and inits place a rule has been established making it obliga- ory that every assembly shall hold a meoting once ‘month, at which caly the labor question seal be digcussed. ‘This leaves the other ina month to the discussion of routine business and taade matters. This 1s returning the order to the strict educational policy adopted at its inception. 48 TO STRIKES. The obstacles thrown in the way of promiscuous strikes will be greater than heretofore. Every local assembly must obtain permission from the district assembiy to which it is attached before it can go on strike, If a strike is with- out permission from the district assembly the pen- aity atiached 1s that the charter shall be revoked. ‘The samme law applies to the district assemblies. ‘his will prevent strikes by locais that have only been recently formed, and know little or nothing about organization and discipline. 4 law which is intended to promote confidence 4m the geueral officers, provides that when any member makes aby cnarge or inalicious attack on we dare not discuss political matters in this coun- try without being threatened with assassination. (Great cheering. ‘This is the spirit of the parties in convention in Chicago. Tam sorry to know that they have any representatives in Scotland. [Cries of “They are not Scotchmen.”} That convention, desides ‘attended by de honestly in sympathy with 11 had delegates of a differ- ent stamp—apostles of outrage and murder—who have patd the outrage mongers of England. Mr. Redmond, the te of the Irish paritamentary party, explicity declared before the convention ‘hat it was the aim of that party to effect the en- tire separation of Ireland from England, and that thetr policy wasto make the government of Ire. land by England impossibie. Parnell threatened im the house of commons, under the guise of a warning, that if the coercion bill were passed there would be a renewal of outrages, dynamite- explosions and attempts to assassinate our states men. ‘This grim ion may prove the death- Warrant of some of us. Four houses were entered Wednes. ay and Thursday morning, between 1 and 2 o'clock, burgiars entered the house of Mr. Brock- ‘way, No. 47 Hazaard street. The thieves tried to gain admittance through a kitchen door, using 3 jimmy and & chisel. Failing in this attempt, they Jorved up the bottom of a front window, Dut could not gun admittance. They then tried the front door, and succeeded in boring a hole through the wood and turning the key with a nipper. Mr. Brockway siept down-stairs. He heard a lamp ahade fall from the sitting-room tabie and leaped to his feet. As he reached the door of the sliuing- room the seized him. A desperate strug- gie ensued. U9 WIFE AND HER SISTER FOUND IX BOYS’ CLOTHES NEAR HIS HOME. ‘Twogiris, not yet out of their teens, have created the biggest sensation Minnesota has experienced for many aday. Lily and Katy Davy, sixteen and fourteen years of age, were discovered in boys’ lothing less than a month ago at Windom, Minn, ‘They had thus disguised themselves, according to thelr own story, to escape from thelr parents, at Rochester, N.¥., and go to Calgary, Northwestern ‘Territory, where Lily was to become the wife of Wiliam Byers, a former resident of Rochester. ‘Two weeks ago the girls were brought to St. Paul, and Agent Hutchkins, of the Relief society, insti tuted an inquiry into the character of Byers, | Through telegrams from the authorities at Cal- gary and Rochester it was learned tuat Byers already had two wives living, one In New York and the other in Minneapoils,’ Ellen Byers, now a Weatthy Minneapolis lady, why murried Byers in 1878, secured a divoree on March 13. The New York wife has never taken steps toward a legal separation. This story was told the girls, and they gave up their proposed trip to Calgary” and Went to work at Hamiine, a St. Paul suburb, earn- ing money to take them back to Rochester, On Friday night last Chester A. Green was in stantly Killed while attempting to burglarize a house in Jamestown, N. ¥. From letters found upon his person he Was identified as the son of Mrs. Mary Green, of Minneapolis. He also had photographs of Katy and Lily Davy, on the back of one of which was written “Katy and Lily Davy have gone to Windom, Minn.” ‘This was toid the girls Tuesday, and Lily at once burst into tears and sobbed. “Charlie Dean, my husband, has been Killed.” Recovering her equanimity sh¢ refused to talk for a time, but on betug urged by her sister to tell all she cleured up considerable of the mystery surrounding them. Sae said she had married Chas. Dean, a Rochester street car driver, in Janu- ary,a year ago, When she Was but fifteen. She said he did not work very regularly at his business, but was often away {rota home, When she under- stood he went by the name of Green. Chief of Po- lice Stewart, of Humilton, Ont., went to James- town and identified Green'as a burglar wanted at Hamilton, and also identified the photographs of the girls. Chief Stewart ciaims that the girls were with Green at Hamilton, and that they donned mnale attire and acted a5 his accomplices. ‘The girls admit having been in Hamilton five or six Weeks in June aud Juiy, 1886, but deny having any connection with burglaries there. The evi- dence seems eunciusive that the dead burgiar is the j husband of Lily Davy, and ulso the son of Mra. Green, of Minneapolis.’ ‘The proof of the lavter fact, aside from other means of identification, +3 contained in six letters iound in bis pockets from ‘Miss Minnie Boyd, of Minneapolis, ube niece of Mra, Green. ee Smoking in “the Shop.” From the Hartford Ties. ‘The Buffalo board of fire underwriters have issued a decree that there shail be no more simok- ing in newspaper and printing estabiishments in that city under ptesent rules, the alternative being a reclassification of policies, under the head of extra-hazardous risks.
