One éf the principal advantages which may be hoped from the organization of a central com- mittee composed of citizens of the different sec- tons of the city, will be thesentiment of inunicipal nony which ought to arise from the general discussion and appreciation of the needs of these different sections, As long quarter of the city views the others with a selfish hostility rust, and acts upon the principle that its own needscan be met only by prejudicing Cdn- gress to the point of ignoring the needs of its neighbors, so long will the city, speaking with divided voice, be without influence upon the ques- tion of its own improvement. But when these quarters cease y to be hostile camps, when the improvement of one part of the city will be recognized as a benefit to all, when the collected eitizens learn to assent with cheerfulness to the principle that the most pressing need should be first met wherever it 13 found, and When ali appreciate that with a littie patience the city’s reventies Will prove sufficient to improve every section, a dis- tinet forward step will be taken in the efty’s his- tory. Every citizen of the District, no matter in ‘which section his residence may be, should feel, for instance, an interest in both Toads and elty streets, and in all the streets whether north, south, east or west of the Capitol, in useful 1m- provements and in ornamental projects, like Rock Creek park, in south and northeast Washington ‘allroad grievances, and in suburban develop- ment no matter towards what point of the com- pass they may spread. Considerable advances have already been made to unity and harmony. If the new associations with their central committee can still tusther empha- size the fact that the people of the District are members of the same household with common in- terests, and that for one part to attempt to gain tts enas by cutting another's throat 1s suicidal to the community, there will be good reason for con- gratulation, ———— ‘The Commissioners have gone a dishing in the hodge-podge of District laws, aud have brought to the surface a statute curiosity, an alleged law, antiquated and forgotten, which forbids, with In- significant exceptions, the keeping open of any Place of business on Sunday. It is claimed in opposition to this particular prohibition, that it never became a law, through a failure of themayor tosignit, and the absence of circumstances dis- pensing with his signature. By burrowing back a little further into obsolete District law one might expect, however, to find some counterpart of the Connecticut blue laws. It fs to be hoped that the Commissioners have not undertaken the task of proving the odiousness of obsolete and obsoles- cent District law by a strict enforcement of ever? ‘twhave been repealed. The District sadly needs a harmonious body of statute law, adapted toits present wants, sweeping away e: ark= able collection of lezal curiosit strosities and antiquities, In thisrevision or code ample pro- ‘vision should be made compelling the orderly and decent observance of Sunday. Modern legislation on the subject will nof, however, prevent clerks and others trom ¢ their meals on that day rooms.
