To Proutert Importation OF LaBontes UNDER Conrracr.—Acting Secretary Fairchild has issued a circular to customs officers and commissioners of immigration in regard to the enforcement of the act to prohibit the importation of laborers under contract approved February 2% 1887, instructing them to use thelr discretion and utmost vigilance to prevent the landing of the prohibited immi- grants and to secure their return to the country Whence they came; also to do the best to secure the prosecution of masters of vessels who may re- fuse to return the prohibited immigrants. They asserted that by thelr Method of treatment the commonest grades of metal, such as shear or cast steel, could be 30 tempered in the matter of hardness and tough- ‘ess as to fully equal the best of tool steel. An experiment was made on the blade of Secretary ‘Whitney's pocket knite, with the result that it Was possible to. whittle an ordinary steel key without apparent injury to the biade.
