His Relations with the President Are Harmonious and all the Fuss has Grown Out of the Removal of Some Inefficient Officials, Special Dispatch to Tax EvENIxa Stam. Bostow, March 17,—Secretary Endicott, who has Deen spending a few days of rest in Salem. at the Fesidence of his relative, Mr. George Peabody, was visited by a representative of Tag STAR and inter- viewed in reference to his reported resignation, and the ciroumstances which are alleged to have accompanted {t, The Secretary looked well and tranquil, and wondered how certain newspapers had managed to make much out of so ttle. Sec retary Endicott has not offered his resignation as a member of President Cleveland's cabinet. There has been no misunderstanding between the Secre- tary and the President. There has been no occa- sion for a misunderstanding, and their relations to-day aregas ae and pleasant as they ever were. What il exer wer hat {has really happened is merely INEFFICIENT AMD UNPATTHFUL OFFICIALS in the Surgeon General's department have been Temoved in the interest of the public service. The secretary recommended Dr. Baxter for promotion to the office’ of su ause he believed that Dr’ Baxter was comyotont abd because Dr. Baxter Was the next officer in order ofseniority. Dr. Baxter did not receive the ap- Pointment ‘on account of the bitter. which led from those members of the medi- cal staff of the army who had entered the service . Dr. Baxter is one of the ‘who regularly. ‘of the surgeons IN THE VOLUNTERE SERVICE during the war and were afterward, by act of Com gress, Incorporated into the staff, and the opposi- ton to his appointiment was a part of the division which has continuously existed between the two elements. It was not due to the fact that Dr. Baxter was a republican, ‘The Secretary person- ally never knew what Dr. were. ‘The Secretary’s conduct toward ‘General Moore has been considerate and courteous. Upon his first interview with the new surgeon general, the Secretary Informed him that the good of thé department demanded that CERTAIN CHANGES SHOULD BE MADE among the subordinates of the office. No of the government ‘shall expend in any one fiscal year any sum inex- cess of appropriations made by Congress for that fiscal year, or involve the government in any con- tract for the future payment of money in excess of such appropriations.” It will be seen that the provisions of this section are very stringent, that no expenditure in excess of appropriations made by Congress for the fiscal year can be made, and that the government can- Rot be involved ln any contract for the future par ment of money in excess of such appropriations, suggest thatif you were to make aeontract 10r Wora before the commencement of Ube fscal year for which the ation 1s made, and the work is doue before the commencement of the fiscal year, you would involve the government in a lability for Uhefuture payment of money, although the payment might not be made until after the commencement of the fiscal year. It seems to me that the appro- vers made @ach year by Congress are for work ‘be done and materials and yi to be used within the fiscal year for which the appropriations are made. If this were not 90, it can readily be seen that more money might be expended within aciven fiscal year than had been app jated for that year, Su thai Congress had made an appropriation for $100,000 for certain improve- ments in the city for the fiscal yearending June 30, 1887, and you had expended that amountearly in the year, and then, having made a like appropriation for the fiscal year 15a, for the eg gees you should make contracts for mete and have the work done before June , 1887, then you would virtually expend or lavolve ‘the govern- ment in ability for twice as much as you were authorized to do for that fiscal year.” I hol therefore, that, a8 a general rule, the work shoul be done within the fiscal year for which the ap- Propriations are made; Dut where the work is ‘Of such a character that after the commencement of the fiscal year the same could not be completed before winter Weather would De likely to set In so as to retard the work, or stop its progress, thus working great injury, I am of opinion that you could make the contract and commence the work before the commencement of the Mscal year, pro- vided Congress has appropriated therefor, in all cages, however, you can advertise for bids and make contracts for work to be done before the cominencement of the fiscal year if the work to be done and the materials be furnished within the fiscal year for which the appropriation has been made. You will fnd that in my letter to your Pi July 24,1885, I substantially stated these views in resard to the above matter, You say, “Third.
