The importance of the duties of this life office demands such action. The home-rule Plank does not, perhaps, as in the recordership matter, limit the appointment to a resident of the District, The pledge refers to “local offices” While the duties of recorder are purely local, and his fees are ail paid by property owners here, the Dis- trict court fs not merely a local or state court, bat performs the functions of a tederal court, and the Judges’ salaries are paki by the government. The home ruie promise may apply, therefore, 80 far the District court is concerned, only to a limited extent. But will not a District appointee be the Dest man, on grounds which commend themselves tevery thoughtful person, whether he fs bound by promises or not? Other things being equal, the lawyer who fs best acquainted with local law nd practice is best tted fitted for the position. A special education in the peculiarities of District law and methods will be required for an outsider, ‘who, if he bas grown up in a code state, will need to re-learn in many respects his legal alphabet, Itis not desirable to make the Supreme Court of the District a legal training school, unless that step is unavoidable. No good reason for such a step ts found in the existence of jealousies among the resident lawyers which may prevent an en- Uhusiastic and unanimous endorsement of any one of their number, and which may cause some who cannot hope for the ap- ointment to prefer the success of a stranger Yo that of a rival. Nor is there any reason to be- Meve that an abler judge, at the low salary paid, can be obtained from outside the District than from within it. If the best lawyers here cannot afford to take the position will an outside lawyer of the same caliber and success be likeiy to find that hecan afford to accept itt Tax Stax be- Heves that Washington, with its numerous im- portant courts and the vast interests concerning ‘which litigation 1s had here, can boast as able an array of lawyers as the bar of any other city of the United States can display. It believes that the wisest decision of the judgeshtp matter will be the appointment of the best resident lawyer who can be had forthe price. It does not appear that members of the bar here are higher priced than lawyers of equal ability elsewhere, without thelr Special knowledge of local law and provedure. It aehotce is made outside of the District there fs ot one chance fn a thousand of the appointment of a man of national ability, who will elevate the District bench, and whom Congress will delight to honor by raising the salaries of the entire court.
