NOYES. -Editor. ‘Phe Eveuiua Star has a regular. permanent bous fide daily circulation mere than treble that of any ether daily paper published in Washington, and much greater than that of all the other daily papers here added together. ‘The Republican continues to make for the Prest- dent the shameful defense that he may escape by quidbiing over words the promise to the District made by the democratic platform, to which he has gtver bis express adherence. No democrat has Yentured upon this line of argument. Is the Re- publican's persistent suggestion of this contempti- bie plea a sharp partisam trick (upon which that paper dotes) to still further degrade the President tm the eyes of thinkingmen? The Republican's argument ts as weak as it iscon- ‘Ytemptibie, The question ts whether the ex- pression “territories” in the democratic platform covers the District of Columbia. No democrat ‘who was presont at the convention, who knows ‘that fn every stage of the proceedings the District ‘Waa classed among and was treated as a territory, and who remembers the circumstances of the adoption of the fplank, at the suggestion of the District representatives and through thelr sup- port, will contend for ,an instant that ft was not Intended to inciude the District. Only local offices, not the national federal offiees, were ‘promised, and the alleged shrewdness which pre- vented the government clerkships from being pledged to District citizens by excluding the Dis- trict from the promise, ts‘all in the Republican's imagination. Argument over the construction of & platform is necessary only when the intent is ambiguous, There 13 no ambiguity here. The language used in the platform {s not such as to Tender it impossible to give effect to the evident Intent. The Republican concedes that the word “territory” in its broad sense includes the District. If necessary to give effect to the convention's in- tent it must legally be construed in its broad sense. Judge Deady even says that the word “state” In the Constitution would now be con- ‘sStrued broadly so asto cover the District. It may be added that the District even meets technically the Republican's restricted definition of territory taken from Webster, The District ts: “A portion of thecountry not included within the Iimitsof any State, and not yet admitted as a state in the ‘Vnloa.” Capacity to be admitted into the Union, ‘and thus cease tobe a territory, s not made a part of the definition. And those of us who hope that ‘the District may by constitutional amendment be admitted eventually into the Union will be very Sorry to learn from the Rrpudlican that the thing isimpossible.
