THE EVENING STAR: WASHINGTON, D.C.. MONDAY, FEBRUARY 28, 1887. THE EVENING STAR. WASHINGTON: MONDAY... February 25, 1887. CROSRY S. NOYES. ‘The Evening Star has a regular. permanent bona Gde daily circulation more than treble that of any other daily paper Washington, and much greater than that of alt the ether daily papers bere added together. The labor strugzle of last spring was between the workinzmen’s orzanizations and theemployers, ‘The labor struggle of this spring promises to take Place within the organizations between the hon- est, law-abiding and self-respecting workingmen and the rule-or-riin element who are fighting for control. Issue was plainly Joined between these parties in the Central Labor Union in New York city yesterday, when Judge Brown was denounced | for his decision !n the conspiracy ease of the Old Dominion Steamship company against the agita- tors who combined to break down its business; ‘and General Master Workma Powderly was con- demned for his circular forbidaing assembiles of Knights of Labor to protest against the hanging of the anarchist murderers in Chicago. As Judge Brown was simply interpreting the law a3 it stands—the very purpose for which he was raised two the bench—and as Mr. Powderiy was not inter- fering with anybody's personal Hberty of action, Dut mereiy insisting that the order in it corpor- ate capacity should not be committed to an ex- Pression of sympathy with the anarchist cause, the denunciations hurled at both yesterday show the spirit of the men at the head ofthe Central Labor Union. They propose to force a direet confilet between capital and labor, regardless of the fact that whenever this has Deen done the rich man 13 simply put to temporary In- convenience, while the poor man starve. It isto ‘be hoped that an opportunity will offer presently for the law abiding and respectable element in ali the labor organizations to ent loose from the advocates of outlawry, and band themselves to- gether in a compact order of their own. Then the employers of the country ean have some sattstac- ton in dealing with them as a body, and drawing the distinction so sharply between them and the riotous spirits that the latter will be humbled and Droken, and taught to acknowledge the supremacy of justice and the practical wisdom of moderation and good behavior. ‘The proposed Senate amendments to the trac~ mm railroad bill are, In most respects, good. AS Tur Stak has suggested the accommodation of points, uot already provided with facil. iues of transy 1s one of the prinefpal | Denetits to be s Ya new road with rapid transit. And { “t possibie inconvenience to narrow resid streets, already easy of access, and to such chosxed and dangerous points om the business streets as the intersection of Pennsylvanta avenue Sth street, shoud be | assured. ‘The suggestion of the substitution of a tax on gross earainzs in place of the usual prop- erty taxis not to be favored. All the railroads should be taxed alike, 1 tueir visibie property I ould pay taxes on e individuals. The tran- chises of the railways are a distinct and valuable Kind of personal property. It would probably be Just (o require aii the roads to pay something to the District tor the enjoyment of their francnises, ‘and this payment might be made proportionate to ‘the amount of each road’s gross earnings, But the tax on visih’e property should be collected in any event. ‘There are practical objections to a form of taxation which leaves the Individual or corpora- ion taxed to report the amount upon which taxes. are to be paid, and there are additional objections ‘Which cannot be overcome, to the adoption of dit- ferent inethods of taxation for individnals of cor- Porations of the same Kind, with the same classes of property to be taxed. ent !$ made that the ition for an amendment to the consti- ‘The acreeabie announce Jott resol tution changing inanz to the goth of April will be among th ures pushed to the front during the few days remaining of the seston inthe hows*. It never- theless may be assitmed to votce pretty fairly the feeling of a good many lectslatorsand other public men with regard to the newspaper fraternity, ‘Whose every error of reasoning or statement they ‘se down as the fruit of deliberat malice. If such a law should go into effect in Minnesota It would Jeave open to the prudent journalist only one course of action—namely. to Killa man ia self- defense before writing anything derogatory about Rim.
