THE EVENING STAR. WASHINGTON: MONDAY. Febrimary21, 1887. ‘Twe Stam has made reference to certain phases ‘Of the question of increasing the appropriation for ‘the Potomac river improvement, but not to all. Aside entirely from the direct saving in dollars and cents which can be accomplished by making the present outlay sufficient for the needs of the work, it 1s Worth while to consider the indirect saving of Doth time and money by the speedy amelioration of the sanitary condition of the capt- talcity. Itis not many years since portions of Washington were noted for unhealthfulness. In thove days the west end of the city had not worked back any considerable distance from the river, and the flats, with their pertodical exposure of decaying retuse, filled the air with miasm when- ever the weather was warm. Since the improve- ment began the city bas steadily advanced in healthfulness, though the White House and its neighborhood are by no means as free from malaria now as they ough: tobe. There 1s no reason why they should not be models of wholesomeness, if the river were properly cared for. Congress ought to give more than a passing thought to this matter of sanitation. In Washington are gathered the chief servants of the republic. Tne people ‘who elect them to office have no notion of sending ‘them away from healthful homes to a place where heir constitutions will be broken down prema- tureiy. The nation cannot afford to waste its best strength in such a way. For the protection of its ‘own members, of the President and hts Cabinet, of the judges of the highest federal court, of the noted military and naval officers who have their headquarters here, and of the thousands of men and ‘Women from all parts of the country who are em- ployed in the government departments, it be- ‘hooves Congress to make Washington the safest city im the Union to spend the whote year in. ‘The people are willing to make the necessary ex- penditure, and the Potomac improvement has Yeached a stage where the prompt application of ‘2 half-million dollars will Insure the permanency of the work. Why should the appropriation be Umited to less than half that sum? Let the Senate set an example of real prudence for the House to follow, and put the Ngures where they ought to be. ‘The claim agents are making a valiant fight for ‘the dependent pension bill, and many of the mem- ers of Congress who were ortzinally misled into supporting it respond favorably to appeals totheir obstinacy. The argument that the bill meets a public want by disposing of a burdensome surplus, Though somewhat extraordinary in its nature. 13 perhaps as weighty a consideration as uny ad- vanced by the advocates of tue bill. Nearly every Congressman, however, has some other scheme of Spending the surpins, and the public demand tts ‘use for the purposes of national defence, having in View the next war rather than the last. Tn addi- tion to exhausting the surplus the bill will fasten ‘upon the taxpayers of the nation an annual charge Of at least seventy millions, which must be paid ‘whether times are good or bad. The arrears bill ‘was also supported by the argument that it would abate the nuisance of a then-existing surplus and go no further. ‘The representation was that It ‘Would cost only twenty-five millions, but it has already cost two hundred and etghteen nulitfons. ‘The cost of the present bill !s Indeftnitein its vast ness, but unquestionably it will rid us of the pres. ent surplus and spare us the necessity of disposing ‘of future surpluses.
