REVISED AND “PHILOSOPHICAL” STATISTICS FROM THE GUARDIAN LEAGUS. To the Editor of Tur EvExrxe Stan: The attack which you made in Saturday's Star, Doth in the news columns and editorially, on the criminal statistics recently published by the Guardian League was greatly unjust. ‘Those sta- Uisties are based on the census of 1880, the New ‘York police report for the year ending December ‘31, 1885, and the District police report for the Year ending June 30, 1886, and are, so far as the comparison of the District with New York is con- cerned, as follows: The number of general arrests, {or every 1,000 of population, was 61 in New York and 126 in" the District. ‘Thé number of juvenile arrests for every 1,000 of population, was 6 in New X9rK and 26 tn the e District The number of juve 108 in "New York and 308 1m the District.” The number of vagrants for every 10,000 of pulation, was 22 in New York and 66 ‘in the ict. ‘The number of persons arrested for all Kinds of stealing, for every 10,000 of population, was 49 in ‘New York and 70 ih the Diserlct. tne number of persons arrested for assaults, with and Without battery, for every 10,000 of population, ‘Was 51 in New York and 144 in'the District, There was a mistake made in the statistics of homicide, but with this correct the umber, Of persons arrested, for ge tor every 1,000, jon, was in New york and #0 in the District. “Both New York and the District managed to make one arrest for selling liquor to minors, which 1s six times as many, in proportion to population. in the District asin New York. The statements of Police Secre- tary Sylvester, which you make the text of your attack, are based on his own guess of the prsent population of New York and the District, and on the New York police report for the year ending December 31, 1886; and his method of comparison 1s superficial and absurd. The statistics published by the Guardian League, on the other hand, are based on the United States census and its compari- sons are philosophically made. F. MCCARTY, Secretary of the Guardian Leagte, Washington, Feb. 13, Perhaps. MORE ABOUT THE FIRST STEAMER TO BE BUILT AT THE ALEXANDRIA SUIFYARD. ‘Mention was made in Tuesday's Srak of the sale of the shipyard at Alexandria to the Arrow steam- ship and ship building company, of New York, and of the intention, of the company to build a large fron and steel ship there. ‘The New York Tribune has the following in reference to the matter: Robert M. Fryer, chief engineer of the line, sald: “We will begin work at once to build the ways for our first steamship, the Pocahontas; but there are to be no extensive shops built there. Our frames, which are simply the bulkheads, and all of the plates will be prepared at the works where we are ving them made. ‘The completion of this ves- sel, and others to follow, will mark an era of revo- lution tm the trans-atlantic trade, since they are to be constructed upon a new principle and with an estimated speed to make the voyage from New ‘York to Liverpool in a little more than four days. | We will not carry any’ freight excepuing posstbly a few express packages, but the vessels are de- signed for passenger traftlc alone.” it 1s sald that twelve such vessels are to be bullt, each to bear a historic Indian name. ‘The models and drawings at the office of the company present @ unique abd promising appearance, but other people are not so sanguine of the success of the company and the practicability. of the vessels as are the directors. “Mr. Fryer believes that he has solved the problem of swift and safe ocean navi gallon In thls creation of his, as te vessel ts solely invention. ‘The Pocahgntas 1s to be an fron and steel ship, and instead of being built on lateral lines, a8 has always been the custom, she will be built on sixty- eight transverse steel walls or bulkheads, seven and a half feet apart, each of the full size and ac- curate shape of a Cross section of the vessel, ‘These walls will have openings cut in them for the saloons, passage ways, tunnels, ete., with vertical longitudinal walls through them,’ thus making 1,060 water-tight compartments, of which 500 are 1 be below the water line. She will be provided With compound engines of 27,986 horse-power, capable of giving a speed of twenty-two knots an hour. ‘There will be twenty boilers to furnish steam for the main engines, placed fore and aft of the vessel, with three smoke pipes on each side of | the ship next to the rail What effect heavy seas Will lave on the smoke pipes thus arranged re. mains to be seen. Her dimensions are to be 540 feet in length, 40 feet beam, and draught of water 25% feet. seers Se ae Amusements, Mr. Wrisow Banxerr in “C1ivo."—In many _re- spects the play in which he appeared at the Na- | Uonal theater last night shows Mr. Wilson Barrett to unusual advantage. He looked to perfection the noble-hearted idealist and patriot Cito. ‘The simple manliness and classic repose of his Dearing were admirably in keeping with the spirit of the play. In the vehement passages he somehow reached his climaxes with greater certainity and impassioned grace, preserving the dignity without im any degree impairing the torce of the scenes. ‘The scene with /etle inthe third act wascertainly as fine a thing as Mr. Barrett has so far given us and it moved the house deeply. In the followin; Set Mr, Barret splendid seli-commandand reads. ness Of resource were conspicuously displayed. At the close of this act Miss Eastlake stirred the audience by a rare outburst of passionate force, overwhelming the man she duped and be- trayed with 2 torrent of scathing contempt. ‘The final act also gave Miss Eastlake opportunity to display her tragic powers, and this she did with a ism that wasal Painful. “Clito,” it fs said, Fras intended to give scope to the talent of this lady, and the role of Hei/e 1s calculated to bring into play a wide range of expression. ‘The set for the fourth act of “clito” was beautiful and ef- fective to a indeed remarkable even in this era of Scenic art. The opening tableau drew from the house enthustastic applause and when the curtain fell on the realistic insurrection scene, ‘the members of the company were again and again called out. Finally Mr. Barrett made a witty and felicitous speech, warmly thanking the audi- ence for their expressions of approval. Before closing a word should be said in praise of the Xynoctes of Mr. J. H. Clynds, whose natural and effective Work won repeated applause. Mr. Hudson ‘Was also good as Critias. “‘Clito” will be repeated this ev ‘and at the matinee to-morrow.
