Such & Measure is the proper preface to the adoption of Tevised statutes or a code for the District, which shall avotd the necessity of constant reference to antiquated sources of statutory law, and shall give ‘the community to some extent, at least, the bene- Nt of approved modern legislation. Congress on Several occasions has been spurred into providing for the appointment of persons to compile exist- ing District laws, but has never given Its sanc- on to such revisions or compilations after they ‘were made. It 1s weil, perhaps, to pay competent men from time to time to dredge for District law among the English statutes, existing at the time of the first emigration to Maryland, and “which by experience have been found applicable to local nd other circumstances” in that state, and among the various other English and Maryland statutes, and acts of Congress in which District law fs imbedded. ‘The defects, absurdities and Darbarities of our existing law will at least be kept constantly exposed to public view, and in course of time it may occur to Congress to provide the remedy. To be sure, the proves of obtaining statuwory reforms by this method seems to be a slow one, as the District statutes, full of ugly holes and excrescences, have been vainly = dangled before Congress by successive proposed revisers ever since the time of Cranch and the beginning of things. But Congress after, lo, these many years, may be preparing to make an effort. ‘To discover what District statutory law 1s will not be extremely q@iMcuit. The pinch comes in making practical use of the information after it {s obtained.
