The proposition to pension every man ‘Who was in the army or navy three months, ‘whether he ever saw a battle-fleid or not, bounty Jumper included, is not in response to a popular demand, and does not please even the ex-soidier elemen& Of course our dependent ciaim agents must be supported. As wards of the nation, like ‘the Indians, they have probably aclaim upon the public purse. But it would be cheaper both in ‘thet case and in that of the Indians to convey to ‘them directly independent fortunes, rather than ‘to attempt to relieve them indirectly by appro- Priating indefinite but immense sums, ostensibly for the benefit of those who went so far as to en- Ist, and af least thought about fighting, in the late war. The veto of this bill would raise a more important fssue than Arthurs veto of the river and harbor bill. The abuse of pouring money out of the treasury for improving the navigation Of Dayous and trout brooks has natural limit, which may be reached at any time. The multi- plication of pension bills, however, bas no certain nd, but is Hable to continue forever; for, atterthe death of every veteran who took part in the war 0f 1812, the Seminole and Black Hawk wars, the War with Mexico, the war of secession, the Ban- ‘Rock campaign, the pursuit of the Cheyennes and the capture of Geromino, there 1s nothing to pre- ‘vent a vote-seeking Congress from pensioning the descendents of these soldiers even unto the third and fourth generation. A halt and s turning must come somewhere, and it 1s as well, perhaps, that Mr. Cleveland should be the President to choose thetime. ‘The commonsense of the country long ago revolted against the continuance of the Practice of pensioning anybody and everybody ‘Who tsable to command a vote. If the President plants himself firmly tn the middle of the way and forbids Congress to carry such legislation further, he wil have the thanks of the majority of the ‘thoughtful citizens of the republic. _————— a ‘The smallness of the police force is one cause of ‘unpunished ertme, real and supposed, in the Dis. trict, but there are others.
