THR VETERAN COMMANDER ON GRANT AND HANCOCK GERMAN ACTIVITY. From the Philadelphia Press. Capt. Malbro Frazier, one of the best known of the military men of Philadelphia, has returned from a two years’ sojourn In Europe. While abroad he had a long personal interview with the great commander of the German army, Gen. Von Moltke, being one of the very few Americans to whom such anaudience has been granted. Speaking of the interview to-day he sald: “I called on Gen. Von Moltke at his palace, Just outside the gates, at the end of the famous road called Unter Den Linden. He sent word almost smimnediately that he would see me. ASI stepped across the threshold he ssid: ‘You are an Ameri. can? ‘Yes.’ ‘A soidier?” ‘And you served under General Grant?” ‘Yes.’ ‘And under General Hancock, toot” ‘And under General Hancock.’ “Then Tam very glad to see you. Sit you down.’ was simply dressed. His coat was singie-breasted Round his neck was the order of the Iron Cross. HELD UNWORTHY TO SIT ON THE BENCH FOR GROSS ‘MALFEASANCB. ‘The unusual proceedings of removing a Judge of one of the superior courts, known in Louisiana as the civil district court, occurred in New Orleans Monday, when Judge Henry L. Lazarus was re- moved from office by the unanimous decision of the supreme court for malfeasance and gross mis- conduct in office. ‘The case has attracted much attention, The proceedings against Judge Laza- Tus were instituted by the attorney general. There were varions charges of neglect of favoritism in the performance of official duties, but the most Serious one Wasa malfeasance In office in a suc- cesston case, in which the sum of $91 disappeared. ‘Three or four parties, according to the evidence, had possession of the money at one time or the other, two of whom are now dead. The defense on thé trial attempted to establish the fact that one of these, an oficial of Judge Lazarus’ court made ‘way With the money. ‘The supreme court holds that the money or bonds which it represented were traced to the hands of the judge, and he cannot shirk the re- spousibllity by saying that be placed it in, the hands of his dead minute clerk, who could not be properly under any circumstances a custodian of Junds of litigants) and in placing the fuuds in the hands of the clerk the respondent committed a slaringly illegal act. Prof. Pemberton Pierce, a musician of Salem county, N.J., who disappeared from his home in Pennsgrove last December has been heard from, and now turns up as one of the principals in asen- satioual scandal.
