THR ASSAULT ON Mit. MACKALL—A HRARING IN THE POLICE COURT TO-DAY. This morning, in the Police Court, Mr. Dorsey Clagett, register of wills, appeared to answer eharges of assault and threats preferred by Mr. Brooke Mackall, a8 heretofore mentioned in Ta Stax. Mr. Howard Clagett, the defendant's peared as his counsel, and satd that he was willing to admft that a technical assauit had been commitied and to enter a plea of “gulity” to the charge of assault, ‘To the charge of threats, ever, he would enter a plea of “not guilty.” > judge sald he would hear testimony only to show the extent of the injury, Mr. Mackall testified to meeting Mr. Clagett near the inarshai’s otice Wednesday moraing, and Mr. , he said, accused him of having seen a per man In reference to his (Clagett’s) con- om, and sald he also understood that witness had seen Senator Spooner. Barr, sergeant-at-arms, The Signal Service Lieutenants. ‘WHAT THEY THINK OF THE PROPOSED TRANSFER OF ‘THR SIGNAL SERVICE CORPS TO THR CIVIL SERVICE. The proposed transfer of the signal service to the Agricultural department seems to meet with the general approval of the officers of the signal corps. Thetr only objection to 1t 1s that it doesn’t gofarenough. While the present militaay status of the corps is retained in the proposed transfer, {he second eutenants of, the service are strongly in favor of some legisiation which will eventually transfer them to the line of the army. One of the heutensnts, in speaking to a Stax reporter to-day, expressed the wishes of the majority of his brother officers in this matter. He said that the long mili- tary service which many of them had performed entitled them to some consideration, and that the present anomalous situation in which they are placed should be changed. He thought they ought hot be relegated to civil life after the course of study and training they had undergone, and that they should have some future before them beyond the rank of second lieutenant, to which they are now limited. “We have not the slightest objec- tion to the transfer of the service to a civil depart ment,” he said, “and would be glad to serve in our present capacity in it until civilian employes could be specially trained to succeed us on indica- tons work for the weather bureau. We could then be transferred one at a time as our successors became qualified to the line of the army and as- signed to duty with regiments.
