THE EVENIN G STAR. - WASHINGTO ‘3wHURSDAY. CROSBY S. NOYES ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that of all the other daily papers here added together. ‘The Strike of the longshoremen In New York has Started the periodic fever among the laborers in all branches of the carrying trade in and about thateity. Many—perhaps most—of the men who are now oUt of work were well enough content with their wages and thelr hours; bnt they became fascinated with an idea of self-assertion, and fol- Jowed the lead of a few of the dissatisfied. The effect of this sort of thing is always the same; the Fich, who can afford a temporary diminution of in- ‘come and some other inconvenience es, do not suffer @ great deal; but the poor, with whom every dol- JaF counta, not only have to go without the bulk of their accustomed comforts, but in many cases run Jato debt for the few necessaries they are obliged ‘Yo get in order to sustain life. Such @ sacrifice is more sensible on the part of skilled operatives, like ‘the higher hands ia a cotton mill, or the mechan- 4esof a great city. Their places can be supplied only by people who have gone through years of ‘Training. Such is not the case of the freight and coal handlers on a steamship wharf. A green hand ‘Who takes a stevedore’s place during a long strike Decomes about as skilful as his predecessor before the strike {3 over, if he has ordinary muscle and intelligence. Moreover, the last month of winter is an exceedingly Dad season tostrike. Not only has the striker probably exhausted the most of his summer- stored means in buying fuel and warm clothing for his family, but the country swarms with men who have been thrown out of employment by the ending of the Drisk business of the holidays, and ‘who are ready to take any job and face any danger for the sake of earning enough toliveon. The STeat strike on the Gould railway system last year, and the numberiess petty strikes to which it gave impulse, proved this beyond a doubt. The railway presidents in conclave at New York have at last Tesolved to acton the offensive as well as the de- Tensive, andto organize as thoroughly for their Own protection as their workingmen have. Ifthey carry out their present plan, and establish a Durean for the supply of Inbor and a providential fund for the men who continue in their employ till isabled or superannuated, they wii make a for. mildabie rival to the ordinary bor organizations, ‘Then, when too late, the men who have gone in hot hhaste into the present movement may regret that ‘they did not heed Mr. Powderly’s good advice and exchange the strike and the boycott for a system Of peaceful arbitration. The impression of speedy war in Europe ts strengthening. France's immense military prep- | arations under Gen. Boulanger have placed that nation in a position where there Is strong tempta- ‘tion to appeal to arms, if successis promisedg and | Where mortification will follow a backward step | | at Germany's suggestion or demand. Bismarck, | through oe of bis organs, the Berlin Post, seems to be following the course adopted in 1870 of fix- | Ing upon France the responsibility for war while bumself moving all things towards thatend. The maneuver is recognized in Europe, and the whole | continent is in a flurry at the indication of 2 pur- | pose on the part of Germany to fo War at this | Ume. It seems evident that nothing less than the | exhaustion which follows a long and general | Struggle will relieve the European people from the Fulnous military expenses which oppress them | and bring about a disarmament. In this respect the conditions exist which lead the people to ac- cept war willingly as a choice of evils. ‘The Indiana senatorial contest 18 now practi- cally transferred by change of venue to the United States Senate. There will be a struggle over ‘the representation from California, Indiana and | probably New Jersey, in that body. ‘The demo- | crats have the advantage in unseating facilities tn | ‘the legislatures of these states, and the republi- cans have a similar advantage in the United States Senate, restricted, however, by the disposttion fn | ‘the Senate not to go rery far bebind the face of | ‘the returns. ——— O'Nelli’s conviction sends dismay through ‘Doodiedom and encouragement to honest taxpay- | ers, for the evidence against him is conceded to be | ‘Weaker than against any other of the corrupt New | ‘York aldermen. Cleary and Retily, the boodiers | Yet to be tried, sit shiveringly in line, like the last ‘Christmas turkeys on the roost, consclously await- tug decapitation. A strong coop should be pro- | ‘YVided for them, for now, if ever, ts the time for dis- appearing. $$ A correspondent charges in another column that | Spies, in marrying by proxy, usurps an exclusively Foyal prerogative. As anarchists hate kings and | everything kinglike, a motive is thereby suggested | Yor the alleged plot to blow up the Chicago jall— Sples. usurped royal prerogative and all—with anarchist dynamite.
