. ee negating | ere ® t 1 4¥ENING STAR: WASHINGTON, D.C. TUESBAY,-FEBRUARY 1, 1887 THE EVENING STAR.|Coxrortanz Axo Coxvaxexs | Brace Gooos Reovom. WASHINGTON: TUESDAY ‘The Evening star bas a regular, permanent down fide daily circulation more than treble that of any other daily paper published t= Washington, and much greater than that of all the other daily papers here added We print elsewhere Commissioner Ludlow’s re- marks concerning the Armory square union depot Dill, It is true that Tux Stax has considered and eritietzed only one feature of the bill, and has not dwelt upon Its merits, except to say that they do not compensate for the glaring evils of the pro- has no reason to complain of this course. THE Sran's criticism has suggested the amendment not the absolute defeat of the bill, and as Commis. sioner Ludlow says the bill was drawn not as a finality, but with the expectation that ft would be amended, Tux Stax in advocating amendment appears to be carrying out unconsciously the very purpose of tts framers. ‘Commissioner Ludiow calls attention to the fact ‘that one railroad, running tracks nearly to Penn- sylvania avenue, already has tts station located on public ground. This privilege was granted it when Washington was in the clutches of a single Toad, and needed, if any city ever did, to favor 9 competitor. But that privilege was not granted forever. It was always intended to bring the two roads together in aunion depot at some time tn the future. The fact that the use of a small piece of public ground, out of the line of the main body of parking, was temporarily granted to the Baltt- more and Potomac road as a war measure, aimed at the tyranny of the Baltimore and Ohio road, furnishes no reason why at this time, when the day of subsidies 1s past, a whole reservation should be cut out from the system of public parks and given up to raflroad buildings and tracks, with all the evil results to which Tax Sar has called at- tention. ‘Col. Ludlow also says that the location of the union depot on Armory Square 1s not an essential reature of the bill and suggests that the station might be placed at the intersection of Maryland aad Virginia avenues, presumably on the public ground there. Such action would place the unfon depot at a convenient point, easily accessible, within a stone's throw of Armory Square, and would preserve the continuity and harmony of the series of public parks south of Pennsyivania avenue. But sit an essential feature of the bill that the unton depot be located on public ground? It seems hardly necessary, in these antl-subsidy times, to deprive the rafiroads at the seat of gov- ernment of the glorious privilege, granted them sverywhere else, of paying for what they get. ‘The discovery of a plan of the ground floor of the Chicago jail, where the anarchist murderers are confined, has been made the basis for a theory that the friends of the condemned were plotting to blow up the building, keepers, prisoners and all. This a far-fetched conclusion. If any such plot éxists, it is probably unknown to the con Viets, because they would be the last men in the ‘world to countenance a plan for their own destruc- ton, The principle most Ormly fixed in the anarchist creed 1s to take care of one’s self at the expense of one’s neighbors—a selfish rule, which puts a suicide, even for glory’s sake, quite out of the question. $2 ‘The report that Governor Hill, of New York, has Deen in Washington urging upon the President the appointment of John D. Kernan to be a rail- way commissioner under the inter-state com- merce act is pretty well disposed of by two con- ‘siderations: first, that the relations between the President and Mr. Kernan are such as to preclude the necessity of urging; and, second, that Mr. Cleveland has a habit of doing one thing at a time, and not beginning to enforce a law until there 1s a law wenforce, a oe Minister Pendleton does not think that any one Im Germany wants war. That 1s commonly the case with nations which get embroiled. They do not Want to fight, but somehow they drift into the thing before they realize where they are. Per- haps it 1s because they are too vigorous in their manner of insisting upon peace. ae ‘Mr. Reagan 1s forging ahead by comparison ‘with his competitors for the Texas senatorship, notwithstanding the fact that the actual figures Of his vote are atastandstiilL Ifhecan get half of Gov.
