Noes... ‘The Evening star has = regular, permanent bona fide daily circulation more than treble thas of any other daily paper published in Washingtor, und much greater than that ef ail the other daily papers here added teqether. ‘THE STAR cannot undertake tw preserve oF return rejected communications. Contributors who wish to possess Heir manuscripts, J un. used, should keep acopy. * E23" Matter of whatever character intended for publication must, {f its appearance the same day ts desired, reach the office not later than 12 clock noon, ET No attention paid to Anonymous Letters. A contributor tothe Cupital takes up the cudgeis in defense of the Commissionery’ armory-square Union-depot bill. To his mind the reasoning em- ployed against this bill “would have prevented land grants to the Pacitic railroads, without which ‘they would not have been bullt, or even begun, for generation.” The fact that the government, in order speedily to connect and solidify the two coasts of the republic, and to develop states from “the great American desert,” thought it wise to give away vast tracts of the so called desert to corporations, {s to furnish the excuse for present- ing armory square to our local roads, already con- ‘structed, one with its present. station nearer to Pennsylvania avenue than the site of the pro- posed union depot, and the other with its station about as near. In other words, tt 1s .proposed to subsidize these roads after the Pacitic ratlroad fashion, and to pay them with armory square for constructing a union depot, every conventence and advantage of which will eventually put more money in their pockets. Washington wants a union railroad depot at some convenient and cen- tral point, but it wants the raliroads to pay for and own the depot site, as in other cities, And it does not want to destroy beyond remedy the beau- Uful and harmontous plan of public parking, or establish a precedent which would justify Congress in granting parts of the city reser- vations to private individuals for the purpose of constructing an immense hall for national con- ventions, for instance, or some other building which Washington needs equaliy a3 much as a union rafiroad depot. The advocatejof the Dill says that It will cost the raflroads millions of dollars to carry out its provisions. This being ‘the case the additional expense of the site for the depot will be so trifling as not to be felt, and the Toads, unsubsidized, will have a permanent abid- ing place, which they can call their own. The imsinuation of the subsidy advocate that the oppo- sition to the bill upon this point 18 unprogresstve and desires a return to the days of wagon-traific between the District and the outside world Is of the same satisfactory and convincing character as ‘the other arguments in favor of the Dil Tar Stam has supported and participated in radical and progressive measures for the advancement of Washington from a time long before District Com- missioners existed to need to be defended for pro- Posing to give away the pubife grounds right in front of the Capitol to a couple of great railroad corporations for their unrestricted use. The Washington national monument having, after forty years of struggling, been capped and dedicated, and the Mount Vernon estate put into safe keeping, {t has occurred to the citizens of Predericksburg, Va., to revive the project of a me- morial to Mary Washington, mother of the immor- tal George. which has lain dormant for half a cen- tury. To this end Congress fs Invited to contribute the small matter of twenty thousand dollars. Undoubtedly the object 1s excellent, for all ac- counts agree that Mrs. Washington was a woman of sterling character—an old-fashioned mother, ‘who brought her sons up todo something and to be somebody. It ts eminently fitting that Fred- erieksburg should honor her memory. But there may be a reasonable difference of opinion as to the expediency of an appropriation by Congress to glorify a private citizen whose claim to such dis tinction rests wholly on the cultivation of the domestic Virtues. For all we know, the mother of Abraham Lincoln may have been as deserving of eredit on this score as Mary Washingtoa. But good mothers—heaven be praised !—are not so rare figures in the history of our republic. The men ‘who have grown great, and who have loyally as- rived the rooting of heroic prineiples into their moral natures to the women who bore and reared them, are many indeed. To establish the prece- dent of raising monuments to such women would ‘de dangerous for Congress; and, if a few are to be chosen from the muititude, who shail draw the line between the mothers, for Instance, of a Patrick ‘Hears, of a John Jay and of a Winfield Scott? Let it rather be recorded to the credit of the noble patriot mothers of America, that their name 4s legion, and that for the nation ‘to single out one here and there for speciat distinction would do in- Justice to a host of others equaliy worthy. Let private muuificence, or the gratitude of special communities, take suca a form ff tt will, but let Congress carefully weigh its duty In the premises before committing itself to any dubious policy, Particulariy while so many meritorious claims, based upon strictly public service, remain un- noticed on the calendar, a Brigham Young’s return to earth after an ab- sence of nearly nine Years and a half is the/most natural thing in the World. Of a man who felt on suffictently intimate terms with the ruler of the Universe Wo set up @ branch odie for the conduct Of a part of Its affairs, miracle was quite to Deexpected. T! is that he should take ‘80 roundabout a means of making bis resurrection known. If he hul ordered the assembling of the faithful at his private grave yard on the hillside at | Sait Lake eity, and bad climbed out of his tomb in their presence, it would have been twice as ef- fective from adramatic point of view, and there Would have been more people ready to believe in his identity. However, he has a chance left for making good his clacu. He cannot remain for- ever on the earth now has returned toit, and the manner of his second and positively final departure will have much to do with the place he 38 to take in history as compared with Moses and Eitjab, Buddha Sak; and Mahomet, Rom- Ulusand the rest of the great prophets and foun- era, He cannot afford to die and be burted like common men, even double the ailotted number of mes. He must be caught up from earth, at the Very least; and there are persons iu the United ‘States irreverent enough to belleve that, if the fate ‘which befel Bishop Lee ten years ago had reached 4s proper destination, the first exit of Mr. Young ‘Would have been by the werial route, at the end of ‘@.bempen rope. Secretary Bayard denies that he has informed Mintster Phelps that the seizure of the British schooners by the revenue steamer Corwin In Alas- Kan waters for illegal fishing was wrongful, and ‘that reparation will be made. It must not be over- Jooked that we have a fisheries controversy on the Pacific as well as on the Atlanuc coast. After our Deldstamd on the question of Canadian fisheries ‘and our talk of “uns and drums and wounds,” it ‘Will be a trifle absurd if, without obtaining satis. faction from Canada, we fali to apologizing for pro- ‘Woting the seal fisheries for which we pald Russia several million dollars, It we are shut out from | ‘the Canadian cod we ought to be able to hold fast tothe Alaskan seal. He doe ything In store for this country worse than what has already hap. pened; but for Europe he predicts “aa earthquake ‘that will split her from top to bottom.” In view Of the effect of the coal-handiers’ strike on the AUantic passenger steamship service, this will Dring a mild solace to the souls of disappointed Tourists. America, with all her faults, will be a Pleasanter abode than Europe when Mr. Beecher's earthquake comes. —$—-_—___ ‘The raflroads say that the interstate commerce Dill is unconstitutional, if intelligible; and unin- Telligible, if constitutional.
