THE EVENIN WASHINGTON: eh January 6, 18S7. CROSBY 8. NOYES... _- Editor. ‘Fhe venting Star has regular, petmenent boua Side daily circulation more than treble that of any other daily paper published in Weskingtes, and much greater than that of all the other daily papers kere added together. ——— i THE STAR cannot undertake to preserve or return rejected communtcations. Contributors whowish to possess their manuscripts, ¢ un- used, should keep a copy. a" No attention paid to Anonymous Letters. ‘One of the topics touched upon by Govérnor Hill | ,.° m big message tothe New York legislature de- serves the serious attention of every American ‘Whose patriotism extends to acare for the wel- fare of posterity. ‘This fs the subject of industrial e@ucation. The youth of our country in humbie efreumetances are generally growing to manhood without any training beyond what they pick up ‘Dy accident. Here and there one devotes himself Iaboriousty to a single line of effort, and makes a ‘success of It. He resolves to bea bricklayer or a carpenter or a plumber, and masters his craft $0 ‘that he not only becomes a large employer, under- takes heavy contracts and makes a handsome promt from his work, but has bis name widely known as that of anexpert authority. Perhaps anequal number enter mercantile life and give genuine study to their tasks, finding out all they can about the nature, process of manufacture and sources of supply of the goods they handle. But ‘the great mass enter upon their careers blindfold, ait were. They have never gone below the sur- face ot any subject, and trust wholly to happy chance to help them through. If they get ahead tm the world tt 1s not by virtue of their own merit, and they are ever afterward engaged in catching- ‘up With their good fortune. Asa rule they live srom hand to mouth, and count themselves lucky if they keep out of the poor-house. Is 19 Governor Hull's belief, shared bya great many intelligent citizens, that the system of pub- Ue education generally in vogue in the United ‘States is defective in its lack of industrial features. ‘There are useful studies in abundance, and some ‘of the ornamental sort besides, in the courses fol- lowed; but the system skips the very foundation ‘of any practical education for the poor—such a caltivation of special faculties as will earn them a living. A knowledge of reading, writing and arithmetic is highly to be desired, of course; but, ‘after all, such knowledge would be of little value ‘ta man who could not procure bread enough to ‘satinty his hunger, or the clothing to keep himself ‘warm, or a roof over his head. ———————__ ‘The rather gloomy report of President Baugh- man to the stockholders of the Chesapeake and’ Ohio canal at Annapolis yesterday shows the ne- eessity of some action by the puplic authorities if ‘the canal fs to be maintained as a highway of com- merce. The company has exhausted its resources and the spring will bring a demand for many ex- pensive repairs. To let the canal go to ruin would not be simply to cause discomfort to the holders of ‘the corporate securities, It would deal a serious ‘iow to business in a large part of Maryland and ‘the District of Columbia. The canal is the only competitor of the railway in freight-carriage, and the only means by which carrying charges are kept within half way reasonable bounds. To throw the whole business between western Mary- Jand and the District nto the hands of a monopoly ‘Would be to send up the price of coal and most ‘other staples of daily consumption, In New York ‘state, where about every possible expertment has ‘been made to test the value of canals In these days, of rails and steam, it was demonstrated. Wo the sat: tafaction of practical men like Horatio Seymout and Jobn B. Jervis that the benefits derived by ‘the people at large from the competition between ‘waterways and railways was sufficient to justify the adoption and maintenance of the canal system by the state government at the cost of a consider- able annual tax. The state of Maryland and the ‘United States are large stockholders in the C. & 0. canal, and are jointly interested in the defense of internal commerce against monopolistic extortion. Each could Detter afford to contribute its propor- ‘oral share to a yearly repair fund than to suffer ‘the Chesapeake and Ohio canal to be destroyed by decay. ‘That 1a pretty sweeping prohibitory clause in the new customs law of the United States of Co- Jombia, Which forbids the importation by private individuals of “any article which by its nature or design can serve as an instrument of waror for ‘the arming or equipment of troops.” It shuts out the Jead-lined tea-chest onthe one hand and a ‘Darrel of corned pork on the other. In these days of luxurious campaigning there are vers few things ‘which cannot serve, in one way or another, for the “equipment of troops.” Mes M. J.
