BF No attention paid to tnonymous Letter ‘The attitude of Governor Hill of New York on any question of public moment is of interest be- Yond the bounds of his own state on account of his Prominence as a candidate fora presidential nomi- nation in 188% Hisannual message, sent to the legislature yesterday, devotes a good deal of space ‘to the discussion of the labor problem and makes palpable bid for th support of the workingmen. In his judgment the working people have too little Yetgure; and, as there 1s some doubt of the pract!- cability of laws reducing the daily hours of labor, he recommends the establishment of more legal holidays. The requirement that every Saturday afternoon, or even the whole of every Saturday, should be given to the workingman for his own enjoyment would, Mr. Hill thinks, only put him Om an equality with merchanta, bankers, minis- ters, lawyers, physicians, teachers and other busi- nessand professional men who take vacations. Undoubtediy the proposition that the working- man is often compelled to labor more hours than 43 good for him is true. But Governor Hill must have enjoyed some pecullar facilities for observa- on if he has found business and professional men generally abstaining from work for fiity-two or even for twenty-sim weekdays in every year, and choosing those leisure days indiscriminately in ‘the busy and the dull seasons. Another point urged in the Governor's message isan amendment of the conspiracy laws so that they shall not be applicable to the case of labor zombinations for the purpose of strikes and boy- cots, He reganis the existing statutes as bearing ‘unequally on rich and poor, ‘This seems like beg- ging the question. A more candid conrse would have been to recommend the enforeement of the conspiracy laws against employers’ combinations as severely as aguinst combinations of working men, when any lojustice or other wrong is conten plated. But the Gorernor is fully abreast of the times on the subject of arbitration, a reform which be be- leves to be only in its infancy. He sees a differ- ence already in the attitude of the working people toward the state board of arbitration, which they at first looked at with suspicion. What is {true of ‘New York state 1s equally true of every other part @f the Union. The more the honest, order-loving ‘Workingman learns experimentally of arbitration, ‘the better he 1s bound to like it, and the time is yetcoming when every such man will resort to it naturally before giving a thought to more violent methods of righting his wrongs The turbulent spirits are the only ones who will ight against it, and they, fortunately, become a smaller and smaller minority as the mass of the peopleadvance im intelligence and edineation. —_$_$<—- = _ One of the terrible raflway accidents which headed the record of the new year of travel yes- terday was due to the employment of a single ‘track on a road whose traffic not only justifies but demands‘a double track. Two trains tried to run 4m opposite directions over the same section at the ‘Same time, with the Inevitable result, ‘Two of yesterday's accidents were due to belated ‘trains trying to make up time. On some of the reat railroads in this country a rule is in force forbidding trains to make up Jost time under any circumstances, on the ground that they are run as Yast as 1s safe ordinarily, and that an increase of Speed would involve a neediess risk of life and property. On the few occasions when, by special Orders from headquarters, a modification of this Tule is permitted, the track 1s cleared by telegraph along the whole line the belated train is abont to ‘traverse, so that collision, at least, shall be re. moved from the list of fatal possibilities. But the worst feature of the two accidents last Teferred to was the burning of passenger cars and ‘the roasting alive of some of the poor wretches on one of the trains who could not get out. Nothing ‘but good luck prevented a similar loss of life on the other train. Both casualties emphasize the Peril, so often potnted ont by the newspapers, of ‘continuing the old fashion of lighting and leating cars.
