tl Se? 7 iad b THE EVENING STAR: WASHINGTON, D. €., a. DECEMBER 29, 1886. THE EVENING STAR. WASHINGTON WEDNESDAY .... ...-December 29, 1896. Fhe Breing Star ne = vesiian petanent bona fide daily circuinsion more than treble that ef any other daily paper published in Washington, and equal te that of all the ether daily papers here added together. = THE STAR cannot undertake to preserve or return rejected communications. Contributors who wish to possess their manuscripts, f un- ‘weed, should keep a copy. Sa No attention paid to Anonymous Letters. The fre at the Temple Theater, in Philadelphia, has set the peopie of that and other cities talking about the danger of continuing the tele- graph wire service above ground. ‘The wires and cables troubled the firemen sothat the flames got a better headway than they would otherwise. This {sa familiar experience In American cities ‘The most terrible illustration of the evil of sky wires at a fire was at the (destruction of the Newhall house, iz Milwaukee, a few years ago. There they were the direct cause of the loss of human life, It 1 obvious that one of two things must be done: Either the bullding laws of our large cities must be revised 80 as to permit the erection of no house higher than two storfes above ground, or else the telegraph poles and the network connecting them must come down. It 1s impracticable to have the wires strung where they are now and make effec- tive use of tall sealing ladders. Between the two alternatives there should be no hesitancy in choos- ing. The telegraph, while a grandly valuable ad- junet of modern civilization, 1s, after all, a pri- vate money-making project and lmited in fts sphere of usefuiness, whtle the buildings and the fire defenses of a city are popular property. If ‘one of the two must give way, it should be the private enterprise. ‘There is money enough to be made by the telegraph and telephone companies ‘when their wires are all underground. Moreover, ‘the convenience of the citizens who use these ap- Pltances would be promoted by such a change; for fire, as things are now, involves the severance of communication for a time at least. ‘What is true of Philadelphia and Baltimore ts equally true of Washington. If every wire now strung on poles were run through an underground trough the city would be vastly better off for it. ‘The sky wire is a standing menace tothe improved property 1n which so many millions of dollars have ‘Deen invested during the last ten years. If we expect Washington to continue its vigorous growth ‘we must bring itand keep it abreast of the times sm everything that makes the lives and the estates St ite citizens more surely proot against disaster. ———— ‘The tributes to the memory of General Logan are striking for thetr evident sincerity, whether ‘they come from former friends or foes. Down in ‘the bottom of his heart every true American ad- mires a man with a brave heart and clean hands, no matter what bis other qualities or what his attitude on pubile questions may be. Besides the ordinary subscription funds which friends of the dead Senator are ratsing in behalf of his widow, @ movement 1s on foot to insure her a regular in- come through the sale of her husband's book. This is. good idea. It not only will give Mrs. Logan a sense of independence, but it will enable thou- sands of citizens to contribute sums smaller than ‘Mey would like to offer otherwise, and yet as large as they feel able to give. The securing of an ample provision for Mrs. Logan will answer a double pur- pose; forit will be, on the one hand, a testimonial ‘of grativude to a soldter whose work for his coun- try in the field was above praise, and on the other a rebuke to those carpers at democratic Institu- ‘Uons who assert that the popular politician must etther feather his nest by unlawful means or leave iis family a legacy of poverty and suffering. ——— Mr. Powderly 1s going to wage offensive as well as defensive war, it seems. Not content with sit- ting down and letting his enemies abuse him, he has issued an order commanding the return to the treasuries of the various local assembiles of Knights of Labor in district No. 24, in Chicago, of all money drawn thence for the defense of the anarchist conspirators or for any other object not contemplated by the constitution and by-laws of the Knights of Labor. This ts tn consonance ‘with the advice his best friends have been giving him for a year past. They have urged upon him the necessity for an ageressive campaign against that element insid> of the society who do it more damage in a week than Jay Gould and Philip Arwour combined could doit ina year, ‘The en- Geavor of some of these Internal foes has been to AMentify the Knights with the anarchist propa- ganda. They have also striven to convince the ‘outside world that a man of the conservative ten- denctes and judicial temperament of Mr. Powderly could not enforce his orders in Chicago. The best thing Mr. Powderly can doto disprove this last assertion 1s to execute an order by way of i- lustration; and the best choice he-could make of ‘an order to enforce, he has already made, in one ‘which shows that he Is free from any sentimental Jeaning toward anarchism.
