THE EVENING STAR: WASHINGTON, Ed D. C., MONDAY, DECEMBER 20, 1886—WITH SUPPLEMENT. THE EVENING STAR. WASHINGTON: ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the ether daily papers here added together. = THE STAR cannot undertake to preserve or return rejected communications, Contributors who wish to possess their manuscripts, if un- wsed, shoulel keep a copy. ws attention paid to Anonymous Letters, A question which intimately and seriously affects both the comfort and health of every per- son in Washington is whether the Gaslight Com- pany cannot and will not supply to its customers ‘@ Detter quality of light than that now furnished Dy it. The fact that there haslateiy been a nomi- ‘nal reduction in the price per thousand feet of its output, has nothing to do with the point involved im this inquiry. What is needed, and what con- sumers have the right to demand, fs an article of purer end stronger illuminating power than that ‘which they now get. In spite of all the official certificates and authorized explanations that can be produced—and they may had in any amount, for the esking,—everybody knows, by sad and ex- pensive experience, that in light-giving properties the gas now furnished, (when Congress 1s not in session) 1s poorer than formerly, and constantly growing worse, and that, in spite of the so-called Teductions in price, it costs more at present to adequately light a given apartment or house than it did when the price was higher, for then the quality was better. It is in fact almost impossible now to get from any reasonable number of burners Suffictent light for ordinary household purposes, while reading or writing or carrying on any special ‘work without the aid of a lamp, is almost out of the question. ‘Now, a state of things like this in a city the size and importance of the national capital is simply intolerable. It 1s disgraceful, altke to the man- agers of the company and those who permit its Jegalized robbery of s helpless community, and wholly unnescessary. A remedy should therefore ‘be applied at once. Better gas can be furnished; and if the existing company is not able or willing to supply tt, then a new company, better qualified | and better disposed, must be allowed toenter the field and demonstrate what virtue there ts in com- Petition. Hitherto the present monopoly has been bie to keep out opposition by interposing, among Dther objections, the argument that the excellently paved streets of the city must not be torn up for the purpose of Isving down new pipes. This pre- text, tf it had any force at all, would simply Present a choice between two evils. But a3 a ‘Matter of fact it is not worth considering for a moment. It ts apparent to any observing person that, between extending its own service into new | quarters and laying down down new and larger pipes in various parts of the city, the streets are disturbed as often and as seriously by the pres. | ent company a8 they would be by providing for the mains and supply pipes of a new corporation. But evén if that were not so, the objection so as- siduously urged against a competing company fs far less than the evils arising ‘rom the greed of ‘the monopoly which now has its feet upon the Reck of this community. The tearing up of a street is but a temporary affair, at worst, ifthe work ‘de properly done under competent supervision, as tt should be, and affects but a comparatively sinall umber of persons, for the time being only, whereas pure and good gaslight 1s a matter which vitally affects the health, evesight and bodily comfort of every person in Washington, whether resident or ‘visitor. Gentlemen of the Senate and House ot Represent- atives, shall we not have this great boon, to which ‘we areso justly entitled? The remedy is alone in your hands; and without your action to that end tt is clear that there can be no relief from the pres- ent expensive and gailing oppression. Are you for the peopie, or against them? SSS At last the government seems likely to deal fairly with the people upon whom it permitted a hybrid coin to be forced years ago. The passage by the Senate of a bill authorizing the Treasury to exchange, piece for piece, standard stlver doi- lars for trade dollars, and to receive the dis- credited into the accredited currency, is tn prin- ciple an act of simple justice. Unfortunately, however, the day of right-dotng has been so long | postponed that its benefits are likely to be en- Joyed most by those who do not need them. If ‘the trade dollar had never received legal tender [powers it would have been fair enough—whether expedient or not—for the government to treat it wholly as a token and refuse to recognize its statusas money. After having made It, however, money in every sense of the term, and required ‘the people to use it in the ordinary transactions of trade, there was not the shadow of right in de- monetizing it and refusing tt the privilege of re- demption. Up to within a comparatively few Years the trade dollar was quite as widely current | as any standard coin. Then a speculative clique, Operating in all parts of the country at once, made sudden war upon !t, and {t was refused in ‘Stores, on the railways, at the theaters, and in other places of public resort. The poor, who had taken it in payment of wages, were, of course, the Worst sufferers by this collapse, and the brokers gathered In every trade dollar they could get their hands on at a discount ranging from ten to twenty per centum. Their accumulations have been carefully hoarded in view of an ultimate change Of the government's policy on the subject of re. demption; but this does not change the abstract Merits of the case. Whether the House will take the same view of simple right and wrong as the Senate, or whether {t will make what it considers a fight for the people as against the brokers, re- mains to be seen. —————————— It ts not surprising that the convict Cluverius should object to the sort of ante-mortem atten- tions he ts receiving at the hands of certain sym- Pathetic persons. To be showered with tracts and prayer-books and pelted with bouquets was bad snoug! but the horrible ingenuity of torture whieb took form in Fox's “Book of Martyrs” was ‘the last drop in the condemned man’s cup of mis ery. One would not suppose that an era of civili- zation as advanced as ours could produce so much maudlin sentiment. The desire to show kindness toa man about to bid farewell to earth is natural, and not deserving of blame. But there fs as wide difference between a dignified manifestation of humane feeiing and a torrent of meaningless gush ‘ag between the heroism of the real soldier and that of the stage warrior In his tin helmet and paste- Doard cuirass. The treatment of men doomed to the gallows now-a-days is noi merely an offence to good taste, but is open to especial condemaation as reducing to ridicule a subject which ought to be Protected from all frivolous associations, ES es Juror Rosenberg, who: 1s credited with having turned the scale against Boodle Alderman Me- Quade in New York the other day, proposes now Ww distinguish himself as a libel prosecutor. Mis first Victims are the two men who swore that he knew certain meiabers of the boodie gang better ‘than he was willing toadmit. Tuts sort of busi- hess may amuse Mr. Kosenberg, and he may get Something ont of it which he can claim aga “vine dication”; but, after all is said and done, it is a man’s character, as recognized by his heighbors And the people who come into daily contact with hia im business, which stands him in stronger ‘stead than any clearance he can gtt from a court of law. ———. -=___ It ts a common statement from the lecture plat- form and the rostruia of political retorm meetings that the government always has to pay more than & private citizen m buying the same ‘Uilng. Prac- Geal politicians are wont to deny this. By statis. Ucs gathered in the Third Assistant Postmaster General's office it appears that the practical poli- Uctans are ahead on this argument, as far as Postage stamps are concerned. The stamps ‘which the citizen has to pay two cont ete ‘the government only seven cents at —_—_——_. = AMeerat Colston, tormeriy of the Egyptian army and now of the Surgeon General's office, 18 the latest addition to the list of Tasting experts, He hhas taken up the method of the Italian ‘Steel, aud confines himself io a liquid chemical concoction, taken at the the rate of one te: spoonful three mes a day. This is not fasting in the sense in which Dr. Tanner understands the term, but it bs ‘not the less astonishing. Its scientific value con- Sista, of course, in the demonstration of the power of the human system to sustain itself on a form of food containing the least possible amount of waste ‘Bubstance. $$ Professor David Swing believes that there is a place in the philosophy of art for the ballet. This im probably true; but the majority of the ballets | Misses Kid Gloves, $1 per pair. Carismus Is Come. ‘The number of ladies who have thronged our house during the past week and availed them- selves of our timely and seasonable reduction of ‘TEN PER CENT on all purchases of boys’ and children's clothing, attest strongly the popu- larity of our methods, They were loud in their Sdmiration of the beautiful styles and odd con- ceits to be found in our matchless stock. The pleasure we derived from the happiness to which we contributed, and which they took pains to show, amply recompenses us for the loss re sus- tain financially, through our great reduction of TEN PER CENT from market prices on all Dboys’ and children's clothing. ‘Tn our men’s department our strong point 1s ‘our Superb Stock of Overcoats.
