THE THE EVENING STAR. WASHINGTON: December 17, 1886. peor ‘The Evening Star bas a regular, permanent bena fide daily circalation more than treble that ef any other daily paper published in Washington, and equal to that of all the ether dally papers here added together. = THE STAR cannot undertake to preserve or Ea No attention paid to Anonymous Letters. = —= = Advertisers will serve their own purpose best, and at the same time greatly accommodate THE Stak, if they will send in before noon to-morrow their announcements for the extra large edition of Saturdsy's paper, the forms of ‘which must be sent to press much earlier than on the other five days of the week. ———+es______ ‘The Commissioners have done the right thing in authorizing 3 prosecution of the Georgetown gas- ght company for its violations of law. The defense of the company, as outlined by President Leitch, 1s that the violations occurred through the care- Jessness of the company’s servants and through an accident at the works. These allegations, Mr. Lettch assumes, furnish a sufficient excuse. It 1s impossible to foresee what view a petit jury will take of such explanations; but if the question be ‘tried before a judge who knows the law, the in- structions of the bench to the Jurors will be that a corporation is responsible for the carelessness as ‘well as the deliberate wrong-dotng of its servants In the regular discharge of their duties, and that mis- haps attributable to anything short of divine in- terposition do not absolve the corporation from ability in damages to anyone who suffer$ harm ‘therefrom. eee Lancaster, Pa, 1s the scene of a tramps’ re- Dellion. Forty-eight of the roving gentry who have found refuge from the winter's cold in the ‘workhouse have fortified themselves against their ‘keepers and propose to fight unless roast beef and soup and plenty of tobacco be given them. ‘Strangely enough, the authorities purpose using force for their subjugation. This s unreasonable. Ordinary paupers, who have struggled hard to earn an independent living, but have finally thrown themselves upon pubiic charity because ‘they are incapacitated by age, weakness of mind or physical infirmities, might be treated thus harshly without injustice; for they are used to coarse table fare and scanty comfort generally. It 1s @ very different case, however, with the high-fed tramp, whoall through the mild season has lived on the fat of the land. When, therefore, he condescends to accept the public hospitalities, 1¢ is natural that his trained palate should revolt ‘at bread and molasses and cheap coffee, and that Yestrictions on his use of the narcotic weed should stir his noble spirit to the potnt of revolt. Roast beef and soup and tobacco, forsooth! Let the managers of the Lancaster workhouse send out for the best caterer within reach of their purse, and set forth a bill of fare from Blue Potnts to Reina Victorias so complete that the most fas- tidious tramp cannot take exception toit. How much better would such conduct be than the violence which is now contemplated, and which ‘Will efther drive the tramps out of doors in the midst of winter's rigors or humiliate them to the potnt where proud spirits too often break! a Tt would give inexpressfole comfor: to politicians everywhere if the letters that men write, like the good they do, were “oft interred with their bones.” ‘The resurrection of a fifteen-year-old epistle of Gen. Grant’s to prove his disbelief in the sincerity of Gen. Logan’s republiganism, is likely to ac- complish nothing more than the stirring up of bad blood, There are few of us who would care to have our opinions published fifteen years after ‘their first utterance; for such a period witnesses many changes, not only in our sentiments, but in ‘the objects of our criticism. It ts highly probable that, if Gen. Grant had written a letter about ‘Logan ten years later than the one just brought to light, it would have been in a different tone; for by that time Logan had united with his fellow ‘Senators Conkling and Cameron in the establish- ‘ment of a “stalwart” wing to the republican party, after having proved his devotion to Grant himself ‘at Chicago in 1880. The newspaper charge that Gen. Logan's partisan loyalty was once suspected ‘by Gen. Grant has now been proved as conclusively as need be; but what does it signify? —<—<—$<$<—$<— Aspirants to the Presidency would do well to take note of the fact that Judge Gresham fs being talked about pretty freely for that place in vari- ous parts of the country. They will observe also that there are a good many strong points urged in his favor. Thus: Ist, as a lawyer of ability and in- tegrity he has always ranked with the best in that profession; 2d, he was a gallant andsuccess- ful soldier in the war between the states; 31d, he @boved great capacity as an executive officer ‘while a member of the Arthur cabinet; 4th, he is every where recognized as one of the ablest, most fearless snd upright judges on the American Dench; Sth, and last, but not least, he is a gentle- man ofunimpeachable private character. A man Yor whom these qualifications can be justly claimed is likely to be a very formidable candidate, Defore both a nominating convention and at the polls, Those possessing them all are scarce in- (eed, $$$ > —____ It 1s solemnly given out that “the officers of the Washington Heat and Power Company are very indignant at the action taken by the District Com- missioners in revoking the permit granted them ‘by Commissioner Edmonds, when in office, to open certain streets for the purpose of laying the neces. Sary mains to carry on their business, and assert ‘hat great injustice has been done the company.” Very likely this isso. But theirs 1s not the only Indignation that exists in regard to the matter. Everybody else in town not interested in that com- pany 1s “very indignant” at the action of Commis- ‘sioner Edmonds in granting the permit referred to, and think that “great injustice” was done when he assumed to give permission to have the ‘streets of Wasbington torn up in the interest of Private speculation. —————— A “Bugle Blast” is the winsome heading toa late ‘Washington letter in one of our New York cotem- Poraries re-announcing the intelligence that “Sen- ator Van Wyck, of Nebraska, is preparing to in- augurate a Vigorous crusade against some of the Yarious abuses aud monopolies of this city and District.” ‘This “bugle blast” business looks well in print, Dut it doesn’t amount to the force of a thistle down as a remedial agent. It has been sounded before; lots of times; but the wrongs seem to tn- crease every year, and the people of the District ‘Decome more helpless with each succeeding Con- gress. Let us, therefore, have no more “bugle Diasts.” Give us instead the “flashing gleam of ‘trusty claymore” afmed at the heart of some of Our hoary wrongs, or the “dull siekening thud” of @ battle axe crushing through the skull of one or woof our entrenched abuses. The alarum has een sounded long enough. Let the Senator from ‘Nebraska and his colleagues in the two houses of Congress hang up the wind instruments for a “Mhile, and do something for the District, “and all ‘the people will rise up and call them blessed.” a ‘Tt seems Uks a rather har=h rule to deprive all the newspapers of the country of the privilege of advance copies of the President's message in future because two or three papers abused the eoufidence placed in them a few days ago. No Teprobation they deserve. be stmple justice tothe restot the ‘which ts above resorting to dishonesty as a means of obtaining a reputation for enter- a Suyuneeeessne ‘Much excitement has been caused in Amster.
