THE EVENING STAR: WASHINGTON, fi D. C., TUESDAY, DECEMBER 14, 1886—WITH SUPPLEMENT. THE EVENING STAR. Toe. WASHINGTON: ‘TUESDAY. December 14, 1886, ‘As Christinas Presents seem to be the order of ‘the day, we cannot afford to lag behind, On the contrary, having been in the lead so long, we'd feel out of place anywhere else. Our Christmas «ift to parents and guardians of the young does not consist of a “chromo” of any kind or price, ‘but in the sensible, timely and seasonable one of making a reduction of 10 per cent on every dol- Jar’s worth of Boys’ and Children’sclothing sold by us from now until the Sst day of December: and when you remember that our prices for ‘Boys’ and Children’s Clothing have always been. from 15 to 25 per cent lower than those of other houses here, you will form correct idea of the values that await you now. With the money you thus save youcan buy your boys the very thing they want fora Christmas present, and ‘not—as in other cases—offer them something with which they are already provided; for in- ‘stance, if your boy must have s Waterbury ‘watch we will sell you one for $2,19; ithe wants something else youcan buy it with bslf the ‘Money you save by buying bis Clothing here. CROSBY S$. NOYES. ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the _ ether daily papers here added together. THE STAR cannot undertake to preserve or return rejected communications. Contributors who wish t% possess their manuscripts, / un- used, should keep a copy. 82" No attention paid to Anonymous Letters. It 1s apparent that {f the proposed Citizens’ Com- gatttee of One Hundred 1s to have any chance of usefulness it must be made fully representative of all parts of the District and all varieties of District interests. The Committee named at the Masonic ‘Temple meeting last week was an excellent one, made up of citizens of energy, character and influence, but it seems fairly open to the objection ‘et being drawn largely from one section of the eity,—the northwestern, In making the com- mittee more generally representative in its char- acter there 18 no need of displacing any of the val- uable members of the Committee as announced ;— the numbers of the Committee can be simply in- creased, as was the case with the old Committee, which did such important work in inducing the government to take itsshare of the burden of District expenses and indebtedness. This Com- mittee (nominally) of One Hundred was increased in numbers tn order to increase its influence and capacity until it was finally nearly two hundred strong. It has been suggested that 8 good way to ‘THE GOLDEN EAGLE CLOTHING COMPARY, NORTHWEST CORNER OF SEVENTH AND D STS. ensure full and equal representation on the com-| 414 J. M. Good ignorance, either real or feigned, of what every- icone Sul Suite at ody else 1s saying and doing was exhibited by ‘Mr. Hopkins, who boldly asserted that the best people of the District were opposed to the bill, and cited in proof an extract from the recent speech of asingle individual. Inasmuch as Mr. Hopkins’ al- Iuston to Tam Stax represented this paper as ha Ang opposed the bill, it was without a shadow of foundation in fact; indeed, so remote 1s it from the truth, that the interviews with substantial citizens which have constituted the bulk of THE STaR’s references to the subject, have been uni- formly in favor of the changes proposed. Without discussing the merits of this officer, it may be said that he 1s as safe in bis place as any other fune- ‘onary, if he deserves to stay. The people of this District do not want polities or personal prejudice to enter into the management of its public affairs It they can get a good officer, they are glad enough Yokeep him; if he Is ineMcient, they do right in insisting upon his removal. If an officeholder or ‘an office-geeker cannot afford to rest his case upon this assurance of fair treatment, It is safe to say that he has no case to rest. ‘The wasting of one whole day of the paltry few allotted to District affairs in the House, by the ‘fllbustering of a handful of Representatives for the protection of a petty officeholder, because he came from the same state as themselves, was an outrage under the forms of law. It was a dis- ‘Unguished President elected from their state who made memorable the phrase, “a government of the people, by the people, for the people.” With ‘what contempt would we have looked upon such a feene as that enacted in the House yesterday, where the entire session was thrown away to make this “a government of the people, by the people, for"—a single scheming citizen of Iliinois ! ——— ae ‘The new rule of the Pension Office, under which the clerks, instead of being watched and re- ae P. If the Pension office experiment works as well three months hence as it does now, 1t would not be a bad idea for the other branchesof tile govern- ment service in Washington to imitate it, A clerk in the employ of the United States should, by righta, be above the treatment of a schoolboy under the eyeof his monitor. if, after being subjected toa rational test, his uprightness and his dignity prove unequal to the strain, it is time to declare his place vacant and Issue a fresh re. quisition on the civil service commissioners, ——_ ea ‘The statement telegraphed from Berlin on the authority of one of the newspapers of that city, to the effect that the czar has been frightened tato granting a constitution tothe Russian people may De true, but so also may be the prophecy that the earth will burn up next Christmas day When ‘the constitution 1s prepared and delivered to the people, tt will be time enough to accept the fact; and when any trustworthy person can be induced ‘Weertify that he has seen the czar frightened at anything or anybody, it will be time enough to be- eve that.
