According to the starrent im yesterday's Sta, ‘Wwe Washington and Georgetown Railroad com- pany says it proposes to make some radical changes in the operating of its lines, by the sub- stitution of a cable for horses, as soon as the necessary authority for the ‘contemplated im- provementsshal! be granted by Congress. Thisau- thor‘ty may or may not be given, and the changes Proposed may or may not bea good thing,—though fis dificult to concetve how any change that can be made in the general street railway service of the city would not be for the better. Meantime itis within the power of the company in question to make one lmportant improvement in the in- terest of its" patrons without the intervention of ‘the law-making power, and without the outlay of any considerable amount of money. It 1s to keep deceatly clean and dry the street crossings at 118 transfer points at the intersection of 15th street and New York avenue and Pennsylvania avenue and 7th street, so that passengers can pass from ‘one line to the other without wading through snow and filthy slush shoe-mouth deep. The condition of the crossings at these points during the whole of the week ending to-morrow morning ‘would have been unworthy a bankrupt concern struggling to keep itself out of the hands of a re- cetver.
