New York, Dec. 10.—To-day’s session of the ‘McQuade trial opened a little late. The prosecut~ ing lawyers were late, but all the rest were on hand waiting to begin. On the bench by the recorder sat ex-Governor and ex-Recorder John T. Hoffman. “Squealer” Duffy again took the chair to be lashed by his merctless tormenter, Mr. New- combe. Duffy thought he and Fuilgraff had talked over what they were to say in McQuade's trial in In- spector Byrne’s office previous to the first trial, Dut had not done so since. On that occasion Full: rail had refreshed his memory on certain points, Mr. Newcomb tried to show that on this point Duffy had contradicted previous testimony, but his ions were excluded as misleading the ‘The redirect examination by Mr. Nicoll in frying to extricate the testimony of the witness from its muddied condition. To the question it Duffy had sworn falsely on the first trial, the wit ‘ness replied that he had made mistakes as he had THE RECORDER'S PREGNANT QUESTION. “Mr. Duffy,” spoke up the recorder, “yesterday You testified that you swore falsely before the Senate committee because you were told to so testity. Who told you what to testify?” “Mi, Newcombe,” answered Duffy. Mr. "Newcombe arose, his face pallid and lps hed. “gt this point,” he uttered, ‘ case ask pefmission'to take the witnets stand in my Own behai! in regard to this matter.” “Not now, Mr. Newcombe,” replied the re- corder, “all th good time.” Gen. Tracy also arose and demanded that his Aagsociate be permitted to defend himself on so foui @ charge, declaring that when a member of ‘the bar must deal with such people as the witness he was open to such chat and he was entitle to an opportunity to defend himself. ‘The recorder said that Mr. Newcombe should be allowed to make a statement, but that he would ot have any speech-making now. Duffy was ‘then dismissed. James Quinlan, accountant at the Greenwich Savings bank, was the next witness. He swore to. A mortgage ‘of $4,500 on a house, $13 Easy/13th street, $500 of which had been paid December 8. Arthur J. McQuade became the owner of the prop- erty on December 31, 1884. He came to the Green. Wich bank and paid off the mortgage, $4,000, bills of large denominations. John F. ‘Thompson, a broker, swore that on the 16th of December. 1884, McQuade bought stock from him and paid for it $5,987 in bills of large denominations. : George B. TEACHERS SALARIES Secretary Manning, in transmitting Congress the detailed statements furnished by the Commis- Stoners of the District of Columbia in explanation Of their estimates for improvements of streets and avenue erection of school buildings, and teach- ers to employ in the public schools during the’ ensuing year, Which, so far as the items for ‘streets and avenues and school bulldings are concerned, they seem tocomply with the Ghee tee ‘the act of June 11, 1878, but adds: “The explanation of the estimate for school teachers, however, 1s not in such detail as in the opinion of this ment is contemplated by the terms of the quiring such tnformation to be furnished, anc would su; that aclassification of teachers be made and the number and pay of each class be fixad by law, as 1s now done in several of the prin- cipal cities of the country.” ‘THE POLICE APPROPRIATION. The District Commissioners were before the District sub-committee of the House appropria- tions committee to-day, to answer goeseoenabesit the details of the estimates for the streets an Wee eae of el eee ace S to the matter of an increase in the police force, Mr, Wilson, the chairman of the gub-cominittee, told & Star that under the pres- ent rules of the House no increase could made, as the number of _Itenten- ants and privates were es] rovided for by the law of 1883, and no new 1 Hon can ve jcubon the Bul “Tue oni thing ‘wo do js to use pases ie law authoring an. increase in muse passes the law aul an the force, then the appropriation committee can Provide the money. Not otherwise. CRITICIZING THE DISTRIOT COMMISSIONERS. Some of the congressionaleritics of the District Commissioners on the score of their failure to sub- mit detafled estimates in the first place, are finding fault, with the schedule that was Sent to the Treasury and transmitted, to the House. They say that it is imperfect and incom- ete and point tothe fact than an estimate of 000 for the maintenance of surburbon streets, and county roads, and one of $60,000 for opening and extending suburban streets and avenues, are not included in the statement transmitted yester- day. | These critics ef the Commissioners contend that their estimates have not yet met with the re- quirements of law.
