In the broad daylight of early afternoon, in one of the Dustest thoroughfare: of the city. at a point which ‘thousands of people pass in an hour, one man fired at another five shots with a pistol, the report of ‘the successive explosions being uncommonly loud, and Yet {t Was not until the victim of the assault had been carried off by the bystanders, and a crowd had surrounded the assailant, and a private citizen assumed the responsibility of taking him im charge, that an officer of the law appeared upon the scene. Lieutenant Keily came on a run, mak- ing the best time he could through the snowy streets: but, if the offender had cared to get away, there could have been nothing but the pluck and promptness of a few civilians toprevent it. Unfortunately, it is not every crowd that con- tains persons bold enough to throw themselves upon a man with a smoking revolver in his hand and a flerce gleam in his eye. That 1s part of the work for which the police are paid, because it tn- volves experience, coolness, and a special risk of life and limb. If there were a sufficient number of policemen on duty in the streets of Washington there would be one always at the corner of Ninth and F streets, within a few feet of the spot where yesterday's affray took place. Two lines of car- ‘track cross each other at that corner, largely in- creasing the danger of accidents, and a group of people numbering from five to twenty stand there almost continually during the busy hours of the day, waiting for transfers from one car to another. ‘There ts, therefore, every reason why this particu- Jar corner should be in charge of an officer without other duties; but with the present force such care is impracticable. Som> time, perhaps, when such an improperly guarded spot becomes the scene of a pistol Oght while several members of Congress are passing, and afew stray shots go statesman- hunting, the law-making branch of the federal government may wake up tothe fact that Wasb- ington fs no longer a village, but a city, and that St deserves police protection in accordance with its size, characte> and importance. <<< It will be sorry tatelligence to some persons who send newspapers, magazines, and other bulky matter through the mails to thetr friends, that the United States government has no jurisdiction of such packages when left on topof a lamp-post letter box. It is true that the loss of articles so placed could never be made good by the govern- ment, because no action for damages would Ite against the sovereign power; but it has always been ‘8 Sort of satisfaction to the mindsof the people who made use of this means of getting their matter mailed to feei that Uncle Sam, with all his wealth ‘and resources, was somehow in custody of it. But Washington's hotels and theaters seem to catch fire at fortunate times, or else are so vigflantly guarded that the flames asa rule do not gvt beyond control.
