Those of greater value cannot be used, and will be retumed to ‘the senders. ————+er+— It isquite time that the respectabie people of ‘Washington—those who have something at stake jm the welfare of the city—should unite in frowning down the reckless, groundless and ‘Utterly unserupulous outpouring of defumatory attack leveied just now at the President and the District officers in connection with District affairs, ‘These attacks are in some instances for the pur- pose of making political capital; in others they are sent out to supply imperative orders for sensa- Uonal news from Washington true or false, and in others they are purely attempts at blackmatl. But they are alike in thelr mischievous character and ‘thelr tendency to damage the interests of the Dis. trict In Congress and throughout the country. ‘Tae Stax has never hesitated to criticise the acts of the District Commissioners, and has uni- formly opposed, among other things, the extension of Massachusetts avenue unless at the expense of ‘the property holders. It Is therefore in a position to declare that after a careful Investigation of the facts, there never was a more cruel and baseless fabrication invented than the charge that the President or the Commissioners are improperly im- Piicated tm that extension. —<—<—<—— a “Treasurer Jordan would seem to have the right of the question presented to the Treasury depart- ment by the finely executed painting on wood of a fivedollar note, in regarding it asa work of art and not a counterfeit. He makes no secret of his belief that the President 1s unpopular. “I certainly could not carry Cleveland through another presidential contest In my district,” he says. It 1s perhaps Worth noting that the Utica district, while pro- ducing a number of eminent men lke Horatio Seymour, and Roseoe Conkling, and Ellis H. Rob- erts, and Mr. Spriggs himself, does not shape the destintes of the nation. Mr. Seymour was not elected President; Mr. Conkling was not sent Dack to the Senate in 1881; Mr. Roberts has not found the attractions of public Iife sufficient to win him away from the daily service of its news. Paper, and Mr. Spriggs will, on the 4th of March next, turn over bis seat in the hall of Representa- tives to a fellow townsmnan of the opposite parti- sap complexion. Besides disapproving of the admtufstration, Mr. ‘Spriggs has discovered that to stand well with the gamblers and the tap-room keepers is more proftta- Die than to maintain a like footing with the sober, industrious and law-abiding people of a com- munity. To some minds it may appear that there 45a relation of cause and effect hidden somewhere in the coincidence between Mr. Spriggs’ opinions and Mr. Spriggs’ tate. ee An opinion isrendered by the corporation counsel of New York, that betting on horse races ts not illegal, provided that the wager 1s not recorded and the stakeholder charges no fee. ‘This looks like splitting bairs, and that ts what tt is; but the logislature of the state made the hairs of a cer- tain thickness expressly for the purpose of baying them split. AS a matter of fact, the registration of a bet is of no consequence whatever. It is not evidence upon which a recovery can be had at law, and It 1s valuable only as a memorandum of the transaction in order to cut off dispute after- ward about specific terms. ‘The same end can be accomplished by the use of oral witnesses instead of a written agreement. In the last extremity, always, it ts the personal honor of his adversary on Which the better must depend for Justice and fair treatment. As regards the fee to the stake- holder, that also is a mere quibble. Allan, of Philadelphia. There is Probably none more miserable to-day, Four weeks ago Mr. Allan had bright and attractive child that was the pet of the home, and the Joy of all his friends. To- Gay no childish voice is to be heard in the household, for it has been stilled in death. Mrs. Allan noticed that the child was ailing, that it failed to take its food prop- erly or with relish, and that something seemed to be troubling it, but she thought it wasonly of atemporary nature and would soon pass away.
