There is stilia good deal of angry bickering between the political philosophers as to the ‘causes of the recent upheaval in the congress Jonal districts, The civil service reformers claim that the men who suffered the worst luck were those who have been most prominent as enemies of reform, while the anti-reformers de- clare that the reform 4s killing its autnors, Un- questionably it is the reformers who are right 4m this instance. It may not always have been the antagonistic speeches or the contemptuous private utterances of the foes of reform which broke them down. There are other ways of showing one’s dislike of a principle besides talking about it Conduct speaks louder than Words, and tne Congressman who prates like a reformer and acts like a spoilsman is in even a worse plight, as far as the esteem of his nelgh- bors is concerned, than the one who hasthe courage of bis opinions on an unpopular side. ‘Then, aiso, there are districts undoubtedly well saturated with the spoils sentiment, which re- sent bitterly the share their representatives have taken in the distribution of the federal patronage. In such a neighborhood the thirst for office usually results in a breach of the dom- inant party into two or more factions, no one of ‘Which Is satisfied with any concesstons made to the others, An appointment procured by the Congressman’s influence changes a zealous Party worker into an apathetic placeman, and makes an enemy of each of the rival aspirants. ‘The prayer of the tar-secing Congressman ot the fature will be, not for a greater measure ot Patronage to distribute, but that the strong hand ot the law may take away from him even that which he has left. If anything were necessary to show how far the American people have departed from the ideas of their ancestors on European soil, re- specting the claims of heredity in politics, the career of Charles Francis Adams would tell the story. The son and grandson of American Pres- idents, passing bis childhood amid the most aristocratic associations possible in the young republic, his early manhood in the White House, and his later years in such activities, public and private, as his wealth and his ac- quaintance with men of note naturally drew him into, he was, according to any old world standard, an uncommonly eligible candidate for presidential honors, Yet the very qualifica- tions which should apparently have stood him 4m good stead operated rather as a bar to the attainment of his ambition. Too many years Of sociul elevation above the mass of his fellow- citizens had unfitted him for that warm and friendly approach which they appreciate in a man of conspicuous gifts. His mind was of a statesmaniike mould, his record was stainless, and his high notions of personal honor would have been a sufficient assurance of the cleanli- ness of his administration; but the people felt that, though of them, he was not with them, and they turned for their Presidents toa class of men whose ancestral traditions were less notable, and whose early training in humble life had sharpened the sympathetic side of their natures, $= ‘The lowering of the flag on the White House to haifmast, on account of the death of ex- President Arthur, has excited some comment im the city, in view of the suggestion of a dis- Uinguished naval officer that it is not in keep- Ang with the custom of other nations. In this country, however, the untiorm precedent has been in favor of the same token when an ex-President las died, and there was no reason why an ex- ception should be made in Mr. Arthur's case. The only claim the foreign practice has to supersede the American is its greater an- tiquity; but, if that consideration were to rule generally in the domain of etiquet, we should ail have to discard our forks at table, because the politest court in Europe regarded them as a doubtful innovation as late as the end of the sixteenth century. a ‘The London socialists, if they continue to act as they have acted for the last month, will pres- ently take rank among the best-bebaved per- sons in thatcity. They doa little marching now and then, and a little hooting, and it is Sometimes not easy for the police to clear the streets after one of their demonstrations; but ail this is innocent indeed as compared with ‘the length to which their brethren in Chicago have carried their protest against the present ‘organization of society.
