SHERMAN BASED HIS CHARGE AGAINST THE PRESIDENT OF THE COMPANY. ‘The Baltimore Sun to-day publishes a letter, dated January 8th, 1863, from Jefferson Davis to Hon, Z. B. Vance, then governor of North Carolina, which 4s believed to be the letter re- ferred to by Gen. Sherman in the recent cou- troversy and upon which Sherman based his charge that Davis threatened to use Lee's army to cveree the southern states. A considerable portion of the letter is devoted to arguments to convince Gov. Vance that the north wouid not listen to peace proposals from south. After reviewiug the efforts made in that direction and asserting the opinton that the north would listen tw nothing short of “absolute unconditional subjugation or ex- termination,” Mr. Davis reierred 10 @ “proposi- ton” of President Lincoln to “support with his army one-tenth of the people of any state who will attempt to set up a gov- erument over the otber | nine-tentns.” He chararterized this as “an attempt 10 sow discord and suspicion among the peopie ofthe southern stutes and to excite them to civil war in futherance of his (Lincoln's) side.” Mr. Davis aired trom the news he had that an juuiempt would be made by “some bad men’ in North Carolina to inaugurate movements whieh Would be equivalent to “ald and com- fort to the enemy,” and he urged that such movements be put down at any cost, He added: “You may count on my ald inevery effort to spure your state the scourge of clvil warfare, which will devastate her homes if the de- siguy Of these traitors be suffered to make head, I know you will place yourself in your legitimate position In the lead of those “who Will not suffer the name of the old North State to be blackened by such a stain.” In conclusion Mr, Duvis advised Gov. Vance to abandon the policy of conciliation and to act promptly and ‘finniy to suppress the “bad men” Wo might set Up organized opposition to the slate, He wrote: “With your influence and position the promoters of dntuunded dis- cords, now prevalent in your state, would be put down without the usé of physical torce it you would abandon the policy of conciliation land set them at defiance. In this course, frankly aud firmly pursued, you would rally around you all tuatjy best and noblest in your state, and your triumph wouid be bioudiess, If the contrary poitey be adopted I much tear you will be driven to the use of toree to repress treason. In either event, however, be assured that you will have my cordial concurrence and assisiance in muintéing with you the honor and diguity and fair name of your state, and tn your efforts to crust treason, whether Incip- fent, as 1 beiteve it now 1s, or more maturedas I Deuéve, i not firmly met, it will in our future inevitably become.’ — +e.
