Commis- sioner Webb said today that be was anxious to dispose of the case as soon as possible. Neither Commissioner Webb nor Wheatley shtoks an argument of the case is necessary. Mr. Da- vis, representing the District, is not inclined to make an argument, and Gen. Henkle, of coun- sel for Lieut.
