Mr. Powderly is not foreing upon his subordi- nates any gratification of his own taste for power, he is not subjecting them to any form of restraint which they could not have foreseen before they enlisted as Knights. He is only doing what his wisest advisers and the most honest well-wishers of the organization have wanted him to doon more than one occasion heretofore—to issue a command in such terms astoleave no room fora misunderstanding, and to warn possible mutineers that the penalty of disobedience would be immediate dismissal. << Business men who keep one eye on their own concernsand the other on Wall street are some- ‘mes needlessly alarmed by the fluctuationsot prices on the Stock Exchange list. A weak stock market, they scem to think, points todangerin ‘other lines of trade. This is avery misleading view, as every one must see who stops to look inte 1t, The stock market, unlike the market for dry goods or groceriesor realestate, ts largely controlled by cliques, who Would make no profit worth mentioning if values were long main- tained with any uniformity. These cliques study causes and conditions some distance ahead, and prepare to turn them to their own advantage. If it is evident that money is going to be cheap after a certain date, and the prices of stocks to undergo. proportionate rise, ther will act in concert to hammer prices down to a point where they can buy all they want, and then wait for the boom. If,on the other hand, there is evidence of the approach of a period of stringency, they concoct rose-colored stories to send prices suddenly up, so that they can sell shor’ right and lett and wait forthe drop. Just now there is reason to suspect that the cliques are getting ready for a raid in the bear interest" ‘One condition that 1s especially favorable is the rapidity with which certain “fancy” stocks with purely specuiative values have been Pushed up. But, beyond this, there should be ‘borne in mind the fact that at the beginning of the new year, government disbursements for ‘the redemption of securities are going to be very large, to say nothing of the immense sums paid ‘out in interest and dividends by private corpor- ations. The influx of so much money all at once is likely to stimulate the market, and, in order to increase their profits, tie eliques will be interested in causing a downward movement within the next six weeks. There is nothing in ‘this that need cause aiarm. The tendency of general trade is upward, and a sag in stocks will mean only that the manipulators have been at work.
