Persons remitting postage stamps in payment of subscription or advertising are requested to send none of @ larger denomination than TWO CENTS. ‘Those of greater value cannot be used, and will be returued to the senders -so0— In the event that the next presidential elee- tion should be thrown into Congress by the | failure of any candidate to receive a majority of all the electoral votes cast, the House of Kep Tesentatives would, in accordance with the Constitution, be required to “choose, imme diately by ballot, the President.” In making that choice “the votes shall be taken by states, the representation from each state having one vote,” so that in order to carry the election one party orthe other must control the delegations from @ majority of the state. There are thirty eight states, but New Hampshire has a delega- tion equaily divided pouticatly—one repabli- can and one democrat. Hence, the volce of that state would be silent in the choice of a President by the House. Rhode Island has elected one republican. and in her other district there 1s a vacancy ; but the politics of the state Fender it almost certain that before the 50th Congress meets, that vacancy will be filled by Mhe election of a republican. Conceding Rhode Island to the republicans, that party will con- trol the delegations of the following states : Cait- fornia, Ilinois, Indtana, lowa, Kansas, Maine, Massachusetts, Michigan, Nebraska, Nevada, New Jersey, New York, Obio, Oregon, Rhode Island, Pennsylvania, Vermont, Virginia and Wisconsin—19. The democrats will control delexationsas follows : Alabama, Arkansas, Col- orado, Connecticut, I , Florida, Georgia, Kentucky, Louisiana, Maryland, Minnesota, Mississippi, Missour!, North Carolina, South Carolina, Tennessee, Texasand West Virginia— 18. But the Constitution requires that “a ma- Jority of all the states shall be necessary toa choice.” Under this clause twenty votes will be required to elect a President, as there are thirty-eight states, Should the House tail to elect a President be- fore the 4th day of Marci next following then the Vice President shall act as President, and the Constitution devolves the duty of electinga Vice President, in the event of a failure by the people to elect, upon the Senate. Tur STAR has already shown how narrow a margin will divide the two parties in the | next Senate. That body will stand 37 demo- erate to $9 republicans, including Senators Rid- dleberger and Van Wyck under the latter de- signation. They may or may not see fit to vote with the republicans. The democrats would have the advan- tage of a party majority in the Hous and, it is intimated, could, should party exigencies require, resort to the extremity of unseating a republican and seating a democrat in his place. The change of one member in the Indiana delegation for instance and of one in that of Michigan would give the democrats the twenty votes necessary, and par- es are sometimes ready to resort to extremes to win the presidency. ‘The two hundred and fitty thousand dollars asked by Protessor Baird ior the erection of a new building to adjoin the Smithsonian Insti- tution for the display of curiosities, specimens and relics, could be well expended on such an object. The inadequacy of the present mu- seum space owned by the government is mani- Jest to apy one who makes the customary tour of the capital, The Treasury, the Post Office and the State, War and Navy departments can get along, after a fashion, with the rooms at ‘heir disposal, and the Medical museum, the Department of Agriculture and the Patent Office are able to take care of their several specialties. But thousauds upon thousands of interesting objects which carinot legitimately be Included in any of the other cateyories, and yet which are as truly a means of popular edu- cation and a stimulus to patriotic impulse, as any of those which are conveniently housed, are crowding the Smithsonian building and ‘the National museum to overflow.
