Commissioner Ludlow has touched a subject Of deep interest to ail citizens of Washington in his discussion of the city's water supply. ‘There is no doubt that the waste here is very great, as must always be the case in @ city so full of hotels and public buildings, where it is nobody's business in particular to look out for the big and little leaks. In regulating this abuse, however, care should be taken not to carry the reform so far as to restrict the most Uiberal use of water that can be made without crossing the line of wanton excess. Though Washington may be prodigal of one of nature's richest boons, she bas also @ Teputation, the world around, for cleanliness and beaithfuiness; and she could better afford to pay alittle more for her privileges, if need be, than to cut them down to any great extent, In the opinion of some of our sanitary authori- ties, the so-called “water waste,” by cleaning out the sewers, serves an an important bealth agency. So long, however, as the people in the upper sections of the city cannot get water suilicient for necessary domestic use, this argu- ment in favor of sanitary “waste” is hardly ‘Worth considering, and until that imperative need of the elevated quarters is filled, Commis- siouer Ludlow does well in secking to restrict ‘the over protuse use elsewhere. a The whole country will observe with vivid in- terest the driit of things in the convention of Knights of Labor at Richmond next week. The formulation of some definite rule regarding strikes, and the settlement of the relations of the Kuights to the trade unions, are two mat- ters in which every one who employs labor, or ‘who isa gainer or loser by convulsions in the | labor market, has a deep concern. Whatever else may be done, it is to be hoped that the con- vention will keep in sight the fundamental principle on which Mr. Powderly lald such stress in his testimony before the Congressional committee last spring—the interdependence of all industries. Whether the present organization of the Knights ts the best possible to effect is still, an open question, and the trade unious may be able to offer some scheme of greater value to the working world. But the lack of a central authority bas operated {ujuriously to the unions in times Past, the farmers feeling enirely independent Of the typographers, and the coal miners ot the shoemakers; whereas, as Mr. Powderly demon- atrated to the committee, no one ot these could be in trouble without affecting the others. The order of the Knights of Labor may not have reached perfection yet, either in theory or im practice, but it is so far in advance of most ©f the organizations of labor which the world has known in former years, that every good citizen will wish it well till something better ean be substituted for It. $< ‘Yesterday's struggie over the liquor question im the Atlanta primary elections ended in the deteat of the siraightout probibitionists. The anti-prohibition ticket ‘Was strengthened by names which carried great personai influence; ard generous use was made Of the fact that it was the democratic ticket, as ‘opposed to the mixed partisan complexion of the other side.
