Tothe popular mind it makes little difference whence the trouble pro- cveds; the one thing in which it feels any deep eoncern is the fact that there is a hiteh some- ‘where, and that the work on the bridge has not Yet begun. The owners of the property may be Prevented from greater activity by circum- stances over which they have no control, oF they may be purposely putting off the day of sale because a few dollars of profit can yet be made from the bridge before it passes out of their hands. If the latter be the ease, they are courting danger. It is true that the act of appropriation names six months as the period ‘Within which the transfer shall be made; but it 4s one thing for the owners to offer the property and another thing for the United States to accept the offer and complete the transaction, and the acquisition by the government of a title in fee simple 1s required by the act to “be tully executed” within the six months men- tioned. If, by a deliberate neglect of their opportunities, the owners postpone their prep- rations for conveyance until so near the expiration .of the term fixed as to leave the Gepartment of Justice iusufficient time for a thorough examination of the title, they may see the 21st of December pass without the tult execution of the premises of the act, and be left ‘with, what will be hereafter, a useless pile of stone and wood in their possession, while the ‘War department goes on with its surveys of the Three Sisters. —$_<—<— __. To every lover of his country who believes that the cultivation of the intelligence in youth is the surest prerequisite to good citizenship in manhood, it must be very gratifying tosee a multitude of children knocking at the doors of the District schools for admission. It isa pro- pitious sign in itself, and a testimonial to the efficiency of our free educational system, but it 4s not devoid of inconvenience. The school buildings are crowded to overflowing, and the need of further accommodations stares the tax- payers in the face. Fortunately, it is acase ‘where no intelligent man begrudges the money paid. The danger is always that the school board will ask not too much, but too little. Mr, Fish took the right ground at the meeting the other evening when he said that the board's duty was to call for all that was required, and Jeave upon the Commissioners’ shoulders the responsibility of cutting down the estimates, if that had to be done. But why should the Com- iissioners be over-modest in this matter? Con- gress is committed by both precedent and policy to a generous support of the school sys- tem.
