THE EVENING STAR ‘tar has a regular, perm: bona fide daily circulation more than treble that of any other daily paper pub- lished in Washington, and equal to that of all the other daily papers here added together. The decision of the Navy department to es* tablish the government ordnance works in this elty Is of course highly gratifying to the Wash- ington public, but, more than that, it will com- mend iteelf to the approval of the whole coun- try. Already, with insufficient facilities, the navy yard here has turned out much first-class ‘work in the ordnance line; and when the estab- Ush:nent 1s fully and liberally equipped, as it ‘Will be, the probability Is that no better work ean be produced anywhere in the world. The executive departments, the army and navy Officials and the Congressmen generally are @ unit in agreeing upon the advantages of this loeation for the purpose. It is near the fuel supply, convenient for the government and for transportation by land and water, and at the same time safe trom attack by inimical powers, Asto the advantage which will acerue to the District itself from this decision it would be superfluous to multiply words. In place of a number of idle and comatose bureaus, the yard ‘will have hereafter two in active and healthy ‘operation. More officers and men will be em- ployed than ever before, and many outside in- ustries will feel the benefit of the change. Altogether it {sa matter for hearty congratula- ton in every respect. —— 9 An independent political movement in Ar- Ransas, of comparatively receat ,orfgin, may develop into considerable importanee, soon, ac- eording toall accounts. Three or tour years ago some farmers of Prairie county met to- gether and formed an organization for the ame- oration of the agricuitural interests of the state. They called themselves “The Wheel.” Since then the party, going by this name, has steadily and rapidly increased in numbers and power, and has spread allover Arkansas, Only farmers are admitted to membership, and so far only agricultural! questions have been treated in its platforms. Last year, however, the organization elected its local candidates in several counties, and this year it has put up a full tleket for state officers, and will make an active canvass for its election. The new party 4s said to control 55,000 votes In Arkansas, and it bids fair to extend its operations to other southern states. In character and purpose it is not unlixe the old Granger party of the north- ‘western states. Possibly its influence may be felt in the next presidential campaign, and the politicians of both the regular parties wre be- ginning to watch its growth with ‘not a little interest and solicitude, as {t already appears to hold the balarice of power in Arkansas, $3.50. ‘WE HAVE SELECTED 25 PAIRS OF ODD PANTS FROM OURSTOCK,WHICH WE HAVE PLACED ON OUR BARGAIN COUNTER. Such a course would probably result in his re-election, as he 1s re- garded as popular with the masses, while the legislature is more or less under the control of the various monopolies which he has bitterly Opposed in the Senate. Ifthe eitt- sens, however, should now take a notion to elect their own Senators, in the States where they can constitutionally do so, it might prove ‘an entering wedge of great potency, and bring about in time an entirely new state of things in the upper house of Congress. At last accounts the New York “boodle” Officials were in a very peaceful, not to say | hilarious, frame of mind, and were openly boasting that no further harm could reach them witnout involving the downfall of various: high dignitaries hitherto unsuspected of rascal- ity. This was the ostrich-like attitude of Tweed & Co., but what became of that celebrated firm? Squire and Flynn, it guilty, may make ‘Up their minds to suffer. The people of New York are evidently determined to probe this latest scandal to the bottom, no matter whom the operation may hurt. Attorney General Garland’s explanation In Tegard to his connection with the Pan-Electrie company will be read, of course, with greut interest. On the whole, aside from the general impropriety of high government officials .belag interested in speculative enterprises in regard to which they may be required to take official action, and so far as it is possible for the lay Teader to comprehend legal matters, Mr. Gar jand’s statement appears to materially strengthen his position before the public in relation to the affair. ————— Secretary Bayard has had a great many troubles, personal and political, since he as- sumed control of the State department,—and the public, by the way, extends to hima full measure of sympathy on this score,—but he is @ man of courage and strength of character; and no surprise, therefore, will be occasioned by the announcement that he proposes to stick to his post pending the present Mexican diffi- culties, no matter how disagreeable this may’ de to himself personal —————— One great objection to another, war is that tt Would add so dreadtuily tothe present large Stock of colonels and majors j# the counyy. ‘This consideration ought to give Settemty Bay- ard pause.
