New congressional nominations are following each other thick and fast. The renomination of Messrs. Turner and Blount, in the second and sixth Georgia districts, is a matter for gen- eral congratulation. They are among the most valuable members of the House. On the other hand, the enforced withdrawal of Mr. Cox of the fourth North Carolina district Is to be de- plored. It was due solely to the position he assumed and consistently maintained in regard to elvil service reform. As chairman ot the special committee on that subject he always exerted a healthy influence upon his party associates, but some of them resented it, being more or less violently opposed to the reform, and Mr. Cox has found it up-hill work to cham- pion and carry out the President's ideas on the subject in the House; and now he has found that his constituents are also bebind the times fa this matter. The Virginia and North Caro- Una democrats appear to be particularly op- posed to the doctrine of civil service reform, as elucidated and practiced by the President, and many signs of revolt are perceptible also in other quarters. But it Is not true, as some have lately thought and said, that the south is sol- idly against the President's reform policy. Two Florida district conventions, in renominating Messrs. Dougherty and Davison, have declared im the most emphatic manner their adhesion to the principles of the reform and approval ot the President's method of administering it, and the sentiment is also strong in some parts of Georgia and Alabama, But whether they like civil service retorm or not, the democrats will find it the part of wisdom to consent to it 4m good faith. ‘The law on that subject ts in existence, and {t is evidently going to be re- spected, during this administration atany rate. ‘The labor troubles, which at one time were so ominous, appear to be losing their formidable- ness, and the revival of business, which made itself manifest last spring, gives many and cheerful signs of continuing and increasing. Issues, in fact, are to a politician what meat is toa butcher and cloth 1 a tallor—his stock in trade. A brief inspee- tion of the new political advertisements is suf ficient to show that the country is not to suffer for any lack of variety in the way of issues next autumn. It is also observable that these differ according to latitude and longitude. Mr. ‘Hewitt, of New York, says the only great ques- tion is revenue reform. Mr. Hiscock, of the same state, clings to the tariffissue. Col. Mor- rison frankly says that the main issue in his part of the country Is “to beat the other fellows.” Mr. Lanham, ot Texas, endeavors to erect U Mexican war into the highest rank. In Ne- braska, Georgia and Rhode Island prohibition 4s the great thing at present; while the Iowa People are said to be exclusively interested in the subjects of interstate transportation and land- grants. Senator Harrison says that the leading issue in Indiana is the recent gerrymandering ‘of the state by the democrats; while, according to Mr. Butterworth, the Payne incident will furnish forth the bulk of the ammunition for ‘the Ohio speakers. Mr. Belmont thinks there 4s nothing in all these matters, and that reform im our foreign policy is the main thing to bring to the attention of the populace. Labor and capital fs Mr. Findlay’s theme, and the Chinese question Mr. Felton’s, while Mr. Col- Ins, of Boston, biuntly declares that there are no issues at all. Among such an abundant varlety the averaze citizen will have no dim culty in suiting his political taste. a With the view, doubtless, of making political capital thereby, some of the democratic news- papers of the country are repeating the asser- tion that the nomination ot Mr. Matthews as recorder of deeds for the District of Columbia was rejected by the Senate because he pre- sented the somewhat unusual spectaete of being at once a colored man and a democrat, Political considerations may have had weight im the mind of some of the gentlemen who | Voted against Mr. Matthews, but the true rea- son of his rejection was, we have every reason to believe, the fact that he was not a resident of the District.
