Notwithstand- ing the maxim “Never despair uf the Republic,” they can hardly be blamed for their reeaict- traney. The Fules of Congress must be reformed altogether before this unsatisfactory state of affairs ean be terminated. The changes in the rules last December were in the line of improvement; but the experience of the past eight months shows plainly enough that what is needed is not a mere tinkering of the present rules, but a brand-new set, constructed with a view to facMitate the transaction of business and to suppress the inevitable squad of filibusters, hafr- splitters and other obstructionists, who by some inscrutable dispensation of Providence find seats In every Congress. It was a fortunate thing for those on board the steamer Oregon, which was sunk off Fire Island some time ago, und the Labrador, which was on fire in New York bay last week, that both vessels were so near shore when the easualty occurred that the passengers and erew could be landed without loss of lite.
