Ifthe story sent from Galveston last night proves true, te shooting of Francisco Rasures, # naturalized American citizen, by order of Chief of Police Mondragon, of Piedras Negras, Mexico, was a most outrageous preceeding. The charge Of horse stealing is said to have been trumped up by Mondragon 4n order to secure possession of Rasures, who had wou the affec- Uons of a woman of whom Mondragon was en- amored. While Rasures was living in Mexico Mondragon seut two men to assassinate him, but Kasures badly disabled bis assailants and escaped to Eagle Pass, Mexico, Mondragon then made the charge of horse stealing against Rasures, with the result ready kuown, Prominent citizens of Piedras Negras and Eagle Pass declare that Rasures was: ap uprighy hon- ras Negras orable man. When taken to Rasures wrote a pathetic letter to United States Consul Lynn, declaring that he was an Ameri- gan citizen, guiltless of transgression of the law.
