NF . THE EVENING STAR: WASHINGTON, D.C.. THURSDAY, JULY 29. 1886. Py —— ” STAR THE EVENIN! WASHING G TON July 29, 1886. «Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper pub- Private ciaimants in great numbers are urging ‘the Honse to give them a day belore the session eloses. It would be much more sensible, if there ts any day to spare, todevote it to District mat- ters, in accordance with the urgent and reason- able request of the Commissioners. The last two District days were wasted in filibustering, and probably another would be treated in the same way if it were to be devoted to matters whieh provoke opposition. But there are many important measures affecting the interests ot the national capital which bave already passed the Senate, and to which no one has the slight- et objection. indeed, they are measures which everybody is in of, and which it is highly destrable should become laws immediately. The ‘House could easily Anish up these matters in an hour or two, and be thus much better em- ployed than In fighting over bills that cannot possibly zet through at this session. Let the House hear to reason, and give a day, or a part of a day, to the unobiected District biils. Pasties oem The Chihuahua authorities still hold Mr. Cut- ting in incarceration, and if all the stories in Fegard to that person's character and record are true,a Jail would seem to be a very proper Place for him. He is said to have been married twoor three times, without the formality of a divorce, and to have betrayed a young girl of Toledo, Ohio, in which city he resided until ex- pelied by popular indignation. It isof such men that the borderer class is largely composed, They are always doing something violent and | offensive, and always fighting among them- selves. In this way the class is kept down Bumerically, according tothe doctrine of the survival of the fittest. As for the international aspect of the El Paso incident, every fresh re- port from the seat of war serves to confirm the original impression that the affair is of merely local significance, and is purely symptomatic of internal political dissensions in Mexico. It} 4s pretty generally suspected, and in fact inte ligent and trustworthy Mexican gentlemen | now in this country confexs, that a revolution | is imminent in Mexico, which will seriously | threaten and very likely overthrow the admin. istration of President Diaz. Perhaps Mr. Cur | ting could ve persuaded to enlist in that strug- gle, conditionally upon his release from cap- tvity. The Chicago anarehists are beginning to feet the grip of the law grow tighter. ‘The evidence in regard to the overt acts of two or three of the rufBans is becoming clearer and clearer, and | thelr identification 1s practically complete. The greatest difficulty remaining will be to find & punishment entirely adequate to their guilt. It ts bad enough to murder a person against whom the murderer has some positive hatred or grudge. But when, in order to express such ® batred, men like these bomb-throwers are willing to risk killing any number of innocent people against whom they bave no grudge, the crime becomes positively satanfe, and the penalty for old-fashioned murder seems altogether too lizht to meet the case. Sueh in- dividuals in reality are at war with society, and would gladly kill everybody and set the world ou fire. Asone of them ‘rankly wrote to Mr. Powderly the other day, his object is to “burn up all the cities and put anend to civilization.” | —— “Another Case of Kidnapping” is largely ad- Vertised in the headlines of telezraphie dis- Patebes from Galveston in this morning's pa- Pers,—the case being that of an alleged horse thief named Kasuras, who was taken from Eagle Pass to Mexicoon Monday last. If those border fellows down there would stick to the game of monte, bull fights, tortillas and pulque, and not try to get up inter- national issues over personal squabbles, the Fest of the country will be greatly obliged. = ‘The first political effect of the Payne case im Ohio is the boom for Gen. R. P. Kennedy tor Representative tn Congress from the elghth district of that state. Up toa little time ago, ex-Representative Keifer, of unfragrant mem- ory, seemed to have the inside track for the nomination, but since Gen. Kennedy's pointed letter to Gen, Logan on the course pursued by the latter touching the @roposed investigation Of the lute Ohio Senatorial election he has be- come a prime favorite with the people of his district, and his nomination now seems almost certain, ——————— Mr. Matthew Arnold, the vaunted apostle of sweetness and light, gives it out that he didn't come to America this time to lecture or write letters, aud is “consequently having a good Festful time.” Let there be uo change of pro- @ram, for Heaven's sake! The American peo- ple are also having “agood restiul time,” by the same token. —_—<—_<-=——___ Heretofore it has been supposed that Rollin M.
