Whem‘6ne takes iuto account the number of dogs, good, Dad and indifferent, owned or tolerated jn the District, and reflects how largely their exist- ence and control affect the lives and comfort @f the people of the city, it will be admitied that the subject is one that deserves the atten- ion of the public authorities quite as much as many other matters whicn are considered of importance enough to cail for positive legisla- ton or specialiy delegated authority. To begin with, the number of dogs in the Di Wict should be regulated, and, if possible, Feduced. The license tee for keeping a dog of ‘any kind in the city should not be jess than five dollars per year, and not less than half that sum outside the city limits. This would at once produce a handsome revenue to the Dis- triet treasury and dimi the number of worthless and dangerous curs with which this community Is now infested. This clause should then be followed by an- other, making it @ penal offense, punishable by @fine of trom ten to fifty doliars or a term in the work-house of from thirty to ninety days, or both, for stealing, enticing, keeping or har- doring @ dog belonging to another person,—the finding of such dog in the possession or on the Premises of the accused to be regarded as sutli- Glent evidence of guilt. This would give to owners of valuable or bighly prized dogs the Protection to which they are entitled in return for the amount they are required to pay as an annual tax for the privilege of keeping them, and at the same time tend to break up the Practice of dog stealing, which is rapidly be- coming a systematic and recognized branch of industry with a certain class of our population. It ts possible that Senator Van Wyck or some of his colleagues in Congress may have a better code than this in view. Ifso, it 1s to be hoped that it will be formulated and put into effect before the adjournment of Congress. A radical reform in the present condition of affairs ia badly needed. —— WWhile it cannot be hoped that any site that may be chosen for the city post office or District building will give universal satisfaction, it Is certain that it woud be a grave and irreparable mistake to appropriate any part of Judiciary ‘Square or any other reservation in the city for that purpose. The taking of a portion of tha Park for the new pension office was a most un- fortunate blunder, which bas been made ana- onal outrage by the character of the building erected there, and to still further reduce the size of that breathing space would be little less ‘han acrime. The only plea that can be urged in behalf of this proposition is the one of econ- omy,—the theory being that by the utilization of ground already owned the government would save the expense of purchasing a site especially for that purpose. But this isa most fallacious argument. A wise administration of public aflairs would not only forbid the appropriation Of & single toot of existing park ground for @ building site, but would diligently seek toex- tend the number and area of the parks and res- ervations at present preserved to the city while ground available for that purpose can still be Bad at reasonable prices. But, aboveall things, the present park limit of the city should not be Feduced under any pretext whatever. While European capitals are finding it necessary to destroy rows of valuable buildings for the pur- Pose of widening old streets, opening new av- ‘enues and creating more parks for public health ‘and comfort, the capital of the United States ‘should not be surrendering any of the spaces so wisely provided for that purpose by its found- ere.
