Mr, Logan asked leave to call up a joint reso- lution authorizing the Secretary of War to ac cepta deed and conveyance of a certain tract of land known as the Highwood, in Lake county, IiL, lying on Lake Michigah, twenty. five miles north of Chicago, containing 590 acres, for military put ‘he report of the military board (Gen. Sheridan, Gen. Terry and Gapr. 186) favoring the proposal was read. 1, Beck objected, for the reason that the gov- ernmentof the United States does not need to accept gifts trom anybody unless there be some speclal reason for it. Mr. Logan.—Then I give notice that I will at the proper time ask the Senate to take up the Joint resolution. THE MESSAGES OF THE PRESIDENT. Mr. Wilson (Iowa) offered a resolution that the inaugural addresses, annual messages, and such special messages as may be deemed of general public interest of the several Presidents Of the United States’ be arranged in chronolo- gs order and printed as a Senate document. Referred to the committeo on printing, THE LEGISLAVIVE APPROPRIATION BILL. Mr, Allison submitted the conference report on the legislative appropriation bill—the com- mittee agreeing upon all points in dispute be- tween the two houses except as to the four fol- lowing points: Clerks for Senators (not chairmen of cominittees) at $6 a day for the session; salary of the assistant treasurer at Baltimore (iss creased by the Senate to $4,500); appropriation for three ‘clerks for the civil service cominis- sion; and relating to the compensation of in- ternal revenue agents, surveyorsetc. The report was accepted (closing all matters in dispute except as to those four points) and the Senate still further insisted on its disagree- ment with the House on those points. THE RIVER AND HARBOR BILL. The Senae (at 12 o clock) resumed considera- tion of the river and harbor bill. House of Representatives. TEMPORARY APPROPRIATIONS. Mr. Randall (Pa.), from the committee on ap- Propriations, reported a Joint resolution con- tinuing in force until 31st July the provisions of the Joint resolution providing temporarily {until to-day] for the expenditures of the gov- ernment, Mr. Dunham (Iil.) wished It to be understood, that so far as the House was concerned the ap- propriation bills necessary to carry on the gov- ernment had been passed. Mr. Milliken (Me.) inquired how many more of these joint resolutions would be brought In. Mr, Randull replied that as many as were needed would be brought in. Mr. Danham remarked that they would be brought in as long as the Senate delayed the appropriation bills, Mr. Milliken said that the bilis were delayed in the Senate because they had been delayed in the House. ‘The font resolution was passed. THE ALLEGED JNTERPOLATIONS IN THE RECORD. Mr, Lowry. ({nd.) called up,as a privileged matter, the resolutions offered by him yester- day calling for an inguiry by the committee on rules as to the author of certain interpolations in the Recordin the matter ot @ colloquy be- tween Mr. Lowery and Mr. Glover (afo., some days ago, and in the matter of the substitution of One revolution for a totally diferent one re- ported from the committee on expenditures in the Treasury depar:ment on Tuesday last rela- {ive to alleged frauds by R. D. Lancaster, of St ouis. Mr. Glover said that not having been in the House when the resolution was offered yester- day—a fact which he bad no doubt Was the result of contrivance rather than ac-ident—he had learned this morning tnat an effort had been mad, not by Inadvertance but by design, to persuade the House that ne had been guilty of an{oterpolation ecord. The fact that the resolution reported from the eomuittee on ex- penditures in tie Treasury department had heen called to bis attention yesterday, and, naturully, as any man would, actuated by an honest desizn and not by gnaliciousuess, he had gone to the offcinM reporter an inquired in regard to the matier. The reporter had stated to him that it was a ‘mistake. He had called the attention of the gentleman from Arkansus (Mr, Breekinridge) to the matter and they nad concluded that” the gentleman froin Indiana (Mr. Lowry) had incorporated, by aeci- dent, the wrong resolution in his report. If the xentieman had not been actuated by a feeling unworthy of a member on this tor, have made the same inquiry and re same cunelusion, And sinee the gentleman from Indiana, “48 he understood it, dis- claimed any’ imputation on him in this connection, and did not charge or insinuate that’ he had been guilty ofa fraud be (Mr. Lowry) would take no excep- tion to the remark that any man who would make that statement—since the remark did not apply toamember of the House—was a biackguard and a liar. After some coutroversy as to whether or not Mr. Lowry had yesterday withdrawn that por- ton of the resolution referring to the colloquy between hiiseli and Mr, Glover, in order to settle the dilhiculty Mr. Lowry withdrew tat ortion. P'Me, Lowry referring to the colloquy, stated that he had taken vecusion to say then'that if he bad any future conversation with the gen- tleman he Would take care to have a third per- son present, In the Record he found that there had been appended to the colloquy @ statement purporting to have come from the gentlemaa from Missourl, that he (Mr. Lowry) Would not have made that remark if there hud been a third person present at tie conversation about which he was speaking. Kuowing that thatstatement had not been made on the floor he had gone to the printing office to muke in- quiries, Mr. Glover made the point of order that Mr. Lowry was nol speaking to the resolution pend- ng, but to the resolution whiei had been With- rawh, [Further House proceedings are rted under the heading of “District Day in the House."') NO HORIZONTAL REDUCTION OF THE RIVER AND HARBOR BILL. In the Senate, yesterday, after Br. McMillan’s motion to recommit the river and harbor bill with instructions to reduce it 30 percent had been debated for some time the motion was withdrawn. ‘The amendments adopted in com- mittee of the whole were then reported and acted upon seriatim, but the Senate adjourned without finisiing ube bill, PASSAGZ OF THE MORRISON SURPLUS RESOLU- TION. ‘The Morrison resolution relating to the Treas- ury surplus was passed by the House yesterday afternoon by a vote of 207 to 67. ‘The demo- grats young against the resolution were Mensre, Hewitt, Belmont, ‘Bliss, Felix. ANOTHER ALLEGED INTERPOLATION IN THE “RECORD.” Judge Lowry, ot Indians, called the attention of the House yesterday to an alleged interpola- tion in the Record. He thought there were words accredited to Mr. Glover, in his remarks concerning the Lancaster resolutions, which that gentleman had not uttered on the floor of the House, He sald also that the resolutions published in the Record were not the ones re- ported by him. The matter was allowed lo go over for further action. FUN IN TRE HOUSE. During the debate on the surplus resolution in the House yesterday Mr. McKinley, (rep.)
