Editor. ‘The Evening Star has a regular, permanent bons fide daily circulation more than ‘weble that of any other daily paper pub- shed in Washington. and equal to that of all the other daily papers here added together. —===—==— For the most part, the home rule campaign im Great Britain this summer ‘s a contest of the Poor against the rich. The millionaire nobles ‘and commoners in the conservative party are pouring out their money like water already. ‘On the other side are arrayed a body of candi- dates with humble incomes to draw upon for ‘the necessary expenses of a canvass, and con- stituencies with scarcely anything to spend on the luxury of aggressive warfare. For this rea- son, every dollar which comes from America is doubly welcome. In Ulster, where the bitterest fighting will be done, there are seven doubtful districts, four of which were carried at the last @lection by the patriot party by narrow major- ities. The program of the conservatives this summer is not only to contest these districts more vigorously than before, but, by the free ‘ese of money and men, to get what they can eutof the rest of the island. The spirit, and ‘the numbers too, ina fair, open struggle on the main issue, are undoubtedly with the home Fuiers; but the “barrel” plays as important a part in British elections as in American, for the much-vaunied laws aguinst bribery are too difficult of enforcement to prevent @ shrewd worker from buying votesat will. Means must be found for bringing every liberal voter to the bustings, and for so guarding the avenues of corrupt approach as to reduce the danger of a purchased result to a minimum; and it is to free America that the patriots in the old sountry are looking for their chief source of Cpe Dr. F.
