His resolution for a joint committee of Congress to consider the best means of cele- brating the centenary of constitutional govern- ment in the United States has in view the transfer of the ceremonies from the political to the commercial capital of the nation, The sug. gestion is asuffictent answer to itself. What- ever commercial benefits may have been en- Joyed by the American people as a corfsequence Of the establishment of the goverument upon an enduring basis, the act of establishment was im itself essentially political, and the place to commemorate it is certainly that which is identified with the growth, not of American trade, but of American nationality. It may Safely be said that no proposal for such a trans- fer as Mr. Hewitt has in mind will get enough ‘votes in Congress, outside of the thirty-six com- mitted to it by local influences, to carry it through. $< —____ Without entering upon the merits of the con- testover the chartering of a cable road in Washington there ought to be nothing but con- demnation of the tacties of the opposition in the flouse headed by Mr. Gibson, of West Vir- ginia, who to hinder a vote on the bill talked against time through the whole of the “Dis- trict day,” thus preventing the consideration of any of the other District measures of Import- ance waiting action. As another District day Will not occur before the second Monday in ‘July, and as Congress will probably not be In session at that date, 1tis doubttal if any tur- ther opportunity will be afforded for District legislation. Mr. Gibson ought to understand that there are other District interests to be con- Sidered besides those of the street railroads. $< 2 — The end of the strike in the building trades in this city is at hand, brought about by the con- cessions offered by the workingmen on the one hand and by adisagreement between the em- ployerson the other.
