C5 Otho Weicker, N.Y. ae Bogus Batter Dealers in Troubl. ARREST OF EDWARD W. DELCHER, OF WASH- INGTON, AND J. H. CLARK, OF BALTIMORE. Edward W. Delcher, of this city, was ar- rested yesterday by Detectives Raff and Block on a charge of using the United States mail for fraudulent purposes; and his partner, J. H. Clark, of Madison street, Baltimore, was ar- rested by Detective Droste, of that city, and brought here. Both men are held at the seventh precinct station house. It appears tbat an in- quiry was received here from a western mer- chant as to the commercial standing of J. H. Clark & Co., 707 7th street northwest, and tl officers named went to the place, where they found Delcher, who represented that his part- ner, Mr. Clark, was in Baltimore. They found that the firm had shipped twenty ‘tubs of butter to M. J. Owens, of Baltimore, to be sold tor what it would bring. It was also found that several hundred letters were received from dealers in butter and cheese in all parts of the United States, Delcher stated that these letters were answers to 5U0 postal cards he sent out to obtain the market quotations of butter nd cheese. A directory of all the leading ereameries in the United States was found in a desk, and names were found to whom postal had been sent, ‘The officers then went to Balti- more where Ciark was arrested. He stated that he had paid Delcher $100 to become his part- ner, Clark todo the work and Deicher to fur- nish the money. The officers think that Clark was brought into the arrangement for use of his name, there being another J. H. Ciark & Co. in this city, and that the firm could thus obtain credit. The officers report that they found on examination last night that Delcher had or- fo} dered $10,000 worth of butter and cheese trom St. Louis, Louisville, Chicago and other places, $4,000 worth being on the way here. ‘The dis- trict attorney's office 1s investigating the case today. The Baltimore American says of the twenty tubs of butter shipped to that city: “Upon tracing the butter it was found that it had been sold to M. J. Owens, of ‘South street, for 16 cents per pound, while J. H. Clark & Co. were to pay the western house 21 cents. Mr. Owens had not paid for the butter, and pay- ment bas been stopped.” Last night the mail of J. H. Clark & Co, was opened by Mr. Clark, and it was found to eon- Sist of 25 letters, five of them stating that ship- ments had been’ made, and others in_ reference to 15 other shipments, ranging from 20 tubs up. The mail this morning brought 12 other letters to the firm. It appears, say the officers, that Clark was a dupe of Delcher, and that the $100 paid in was by Deicher, and it probably repre- sented the whole capital of tae concern. The Olficers Saw Mr. Owens before he made the re- mittance for the butter shipped last week, and recovered the proceeds, $175. Reported for THE EVENING STAR, Crry TAXATION. —The city council at its meeting to-night will complete the annual tax bill which has been delayed in the lower board. The tax will be the same as last year, $2 on the hundred, with 10 per cent off for prompt pay- ment. The taxpayers will pay this year about 88 cents on the lundred for interest on the city debt, 22 cents for public schools, 21 cents for police, 11 cents for poor, 14 cents tor fire de- partment, 10 for streets, 5 cents for repairs, 1 cent for printing, 114 cents for Alexandria ferry, and the residue for county salaries and contin= oncies. The annual license bill will be intro- luced into council to-night. AN ALLEGED Distgict THIEF ARRESTED. The police here have arrested Augustus Mills, charged with having stolen lot of razors and other barber's tools from the shop of John F. Holzman for assault upon Joha Little, & verdict of not gdilty has been rendered. ‘The commonwealth’s attorney, by consent of the court, has entered a nolle pros, in the case against Holzman for selling liquor on Sunday on the Virginia side of the river, opposite Georgetown. AN OLD BUILDING TUMBLING.—The rear por- tion of the old Summers house, on Pitt street, opposite St, Paul's church, has fallen in. ‘This 4s one of the oldest houses'in town, It was built, ‘on the original west line of Pitt soon after that Street was laid out, in 1763, and belonged to James Laurie, who’ at the revolutionary war had fled from the town and was reported a tory. His property was taken by the common- Wealth under confiscation act and sold by Hector Ross, escheater of the state. The city gouncil in 1793 arbitrarily changed the line of Pitt street to conform “to the west gable of a brick house built by John Dundas," who was then a leader in the city council and soon atter- wards mayor, and who had just put up a fine house on King and Pitt streets.
