Among the northern members the republicans are committed to the policy of heavy pension appropriations, not only in pursuance of the standard the party has set up for itself in its treatment of everything connected with the war era, but because the pension system affords the readiestoutlet for the surplus whieh accumu- lates in the Treasury under the existing tariff. The northern democrats, as a rule, are either Veterans themselves, and therefore susceptible to sentimental inildences in favor of pensions in general, or are elected to Congress by con- stituencies in which the soldier element holds the balance of power. It requires a good deal of courage in a man even of Mr. Hewitt’s age, experience, and recognized value as a legislator, to take such a stand as he did yesterday. It 1s not at all to the credit of the majority of his associates in the House that so few were found ready to support him in the strugsle that followed, ee ‘The growth of population by additions from without is one of the subjects in which the pa- triotic American takes the greatest pride when each decennial census of the United States is published. If it comes to an alternative between taking in communists and anarchists and taking in nobody, the vote of the vast majority will be found in favor of clos- ing our ports altogether.
