NOYES. ‘The Evening Star bas a regular. permanent dena fide dally circuiation more than treble thet of amy other daily paper published t= Washington, and equal to tuat of ait the ether daily papers here added together. ‘The contrast between the circumstances under which the New York 7th regiment came to Washington in 1861 and those under Which it comes again tn 1836 is so striking that Ro person who has witnessed the events of the intervening period can fail to be deeply im- Pressed by it. A quarter century ago the coun- try was facing the prospect of a civil war, whose Iength and whose results no one could prophesy; to-day the Union is bigger and stronger than it ever was before, and the once hostile sections are vieing with each other in offering evidences of their devotion to the Constitution and the flag and of their mu- tual good will. A quarter century ago Wash- ington was scarcely more than an overgrown village, with a sparse permanent population, few public improvements, little wealth except that which flowed into it from without, and scarcely any of that thrifty, pushing spirit which has built up sc many cilles in the North with less natural advantages; now itis the capitol of the nation in fact, as well as in name, a center of wealth and soctety ‘and culture, a city of rare beauty and measure- Jess possibilities of adornment and luxury. ‘Tnose members of the visiting regiment who ame here in 1861 and have not been here since—if there be any such—will recognize the place only by a few of its more copspicuous monuments; in its general features it will have outgrown their recollection. To them, and to the younger members whose experience of this city and its ‘hospitalities ts not colored by so striking a contrast, the new Washington extends its most cordial greeting; confident that, should a for- eign foe ever menace the safety of the capital, the “gallant Seventh” can be depended on to make as prompt a movement to her defense as it did twenty-five years ago. ——— The end of the Baltimore and Ohioswitch- men’s strike at Chicago shows what can be accomplished by coolness and good temper. ‘There does not appear to have been even an arbitration. No third party was invited in, but the railway managers and the strikers’ committee came together in the right spirit, and in a little while had their differences heeled and everything in order for a resump- on of work this morning. There does not ap- pear to have been auy surrender on either side, but merely an exchange of concessions satisfac tory to both. This was the economical as well as the sensible plan, and the whole country is better for the lesson that has been taught by the incident, ———— A minister whose yesterday’s sermon is quoted in the New York city press today thinks that the existing labor troubles will bear good fruit if they result in certain rich men’s losing their money and saving their souls. This may do very well for individuals, but is it not rather bard on corporations,which, though they may lose their money, have no souls to save? + = The spoilsmen are clamoring that the Prest- Gent shail “do something for the party.” The best service he can do the party is to carry out the doctrine of reiorm and wholesome govern- ment on which he was elected. a ‘With Grand Master Powderly coming by one train this evening and the Seventh Regiment of New York by another, Washington will have considerable addition to its stock of notables, —————— ——— In removing an officer of the tried capacity of Capt.
