Mtative expression in print,seems to be une- quivoeably in favor of the proposed change of Insuguration day from the fourth of March to the thirtieth of April. The only question that has deen raised on any side has come from some Of those stickiers who cannot bear to see an amendment added to the constitution, no mat- ter for how good a purpose. The obvious an- swer to such criticism ts that the present agita- ton has for its object not a new departure from, but # return to, the strict letter of the constitu- tion, by the repeal of an amendment made without the prescribed formalities, sanctioned only by popular acquiescence, and never even Feduced to writing. A glance back to the origin ofcurgovernment will explain this. The con- stitution declares that the President “shall hold his office during the term of four years.” This is @ mandatory clause in the simplest possibla form. George Washington was fmaugurated President on the thirtieth of April, 1739. But, a resolution of the Conti- nental Congress had fixed the first Wednesday im March, which happened to be the fourth, as the date for “commencing proceedings under the Constitution,” and Washington's delicacy about holding office even for a day longer than his title to it was beyond cavil led him toas- sume that the beginning of his functions, like ‘that of the Congress of the United States, dated back by a fiction of law to the fourth of March, 1789, and would expire on the corresponding day in 1793. Instead of holding his office for a term of four years, therefore, he Inid it aside at the end of turee years, nine monthsand twenty- seven days; and hence it came about that the first chief magistrate sworn to “pre- serve, protect and defend the Constitution” ‘was the first to violate the letter of one of its mendatory provisions, President Washing- ton’s course, as it was prompted by the noblest nd most unselfish motives, was not obstructed, though it had the effect of engrafting an un- written amendment upon the Constitution, Every President who succeeded Lim has, of course, been bound by the letter of the Consti- tution to enter office and leave it at an interval of four years, or irom fourth of March to fourth of March. The facts thus briefly reviewed should suffice to convince the most conscien- tous objector that achange of inauguration day to the thirtiethof April would be a Festoration, not an innovation,—a move back into the straitest constitutional channels, and ‘Rots fresh diversion. But there are good reasons other than historic for the change. The shifting of the date of imauguration day would be accompanied by a shift also in the date of the adjournment of the short session of Congress. Every good citizen Knows what the short session 1s now-a-days— bow, in the rush and bustle of the period be- ‘tween the end of the holiday recess in January apd the fourth of March, every lobbyist and Jobmaster is in bis element; how bills and reso- lutions are pushed through, undigested and almost unread; how the most gigantio frauds are perpetrated by the log-rolling methods which then seem well-nigh essential to any legislation at all; how the people’s money is thrown away on appropriations which are either grossly extravagant or wastefully stingy. Never does such 8 carnival of plunder and mis- ebief pass without reviving the question how the session shall be lengthened s0 as to give Congress time todo its work properly. In the Proposition before us we have an answer which 4a both logical and practical. As reinforcing these considerations comes the Feflection that the season at which the session now breaks upin the odd years is an inconve- nience for everybody. Members of Congress who have to change their dweiling-places are Put to needless expense and discomfort. March is the most trying month of the year for those ‘whose health is not robust to remove from one ¢limmate to another. In ‘Washington, every al- teraate spring, the business seagon is cut off midway in its course; the proposed change ‘would extend it nearly two months, In inau- gurel year, the mflder weather of late April ‘would enable the citizen soldiery who visit the city to go into camp for a week or so, instead of Fushing into Washington and out of it In a few hours. Excursion steamers from northern and southern ports could lie at our wharves for some days, furnishing sleeping quarters for thousands of visitors who now stay away be- cause they cannot get comfortable accommoda- tions, On every ground the agitation of this ques- tion deserves encouragement.
